ENCLOSURES:
It is recommended that the commission adopt the attached
resolution authorizing the DDA to fund the printing of the
Overtown brochure out of its FY'90 appropriation..
Background
On March 23, 1989 the Miami City Commission approved a motion
that the Downtown Development Authority provide up to $14,000 to
have the Overtown brochures printed (85-296).
The Overtown brochure is a full color 8-12 page brochure
promoting the positive aspects of the Overtown Community. The
staff of the DDA has been working with the Department of
Development and the Overtown Advisory Board in the preparation of
this brochure. The DDA was requested by the Department of
Development to assist in the layout and writing of the brochure.
To date DDA has committed to spend $3,500 for graphic design and
$1,500 for art work by Purvis Young, an Overtown Artist. in
addition DDA will fund the type setting estimated at $600-$700.
At the March 23rd City Commission meeting, Commissioner Plummer
indicated that the $14,000 requested by the OAB for the printing
of,the brochure should be released from the DDA Contingency Fund.
The Contingency Fund referred to was $291,593 that the Commission
instructed DDA to set aside in Fy'87 in case State Legislation;
removing DDA from the City`s 10 mill cap was not adopted. The
legislation was adopted and in October, 1987, the Commission via
Resolution No. 87-902 authorized the DDA Executive Director to
expend the funds on studies, beautification, marketing, capital
improvements, costs related to the Downtown Master Plan and DRI,',

The DDA strongly supports efforts to revitalize the Overtown
community and has assigned staff to work directly with the
Overtown Advisory Board, St. Johns CDC, 'the Black Arrchives and
Phase I Southeast Overtown/Park West Developers.
At the present time DDA has programmed the expenditure of this
year's remaining budgeted funds pursuant to the City Commission
approved FY189 Budget. .
Consequently, the DDA has requested that it pay the costs
necessary to print the Overtown brochure after October 1, 1989
out of its FY 1990 appropriation. The $5,000 + already committed
by the DDA to this project is available and will be expended
during the current fiscal year. It is only the printing costs
that DDA is asking be deferred.

This letter acknowledges receipt of your April 21, '1989
memorandum reference City Commission Motion 89-296. When the
City Commission passed the abovementioned motion on March 23,
1989, their instructions were the following:
A motion authorizing and directing the City Manager to
allocate an amount not to exceed $14,000 from the Downtown
Development Authority Contingency fund to cover printing
expenses of a brochure which contains a list and pictures of
businesses, churches, youth centers, schools, parks, day
care centers and recreation centers in the Overtown
Community.
Any changes to the above must be approved by the Commission.
Please prepare the necessary documents for inclusion on the
Commission agenda.
Additionally, t2ie funds for the printing of the brochure are not
available in the Department of Development's budget as indicated
in your memorandum.
