Odi City Manager RECOMMENDATION: DATE : MAY 3 -, 1989 FILE r SUBJECT: Allocating Funds -for the Bayside Area Neighborhood Street Closures REFERENCES: ENCLOSURES: Resolution, Location Map It is respectfully recommended that the City Commission adopt the attached Resolution authorizing an amount not to exceed $5,000.00 from "Special Programs and Accounts Contingent Fund FY 1988-1989" to pay for the installation and maintenance of temporary barricades across those streets listed in Resolution No. 89-360. BACKGROUND: The Department of Public Works at the April 13, 1989 City Commission meeting, was authorized by Resolution No. 89-360 to restrict vehicular access to N.E. 70 Street, N.E. 71 Street and N.E. 72 Street on the east side of Biscayne Boulevard by installing and maintaining temporary barricades for a ninety (90) day trial period. In order for the Public Works Department to proceed with fulfilling the requirements of Resolution No. 89-360, we reconmend that the funding of not pore than $5,000.00 for the construction and maintenance of the barricades be appropriated from the "Special Programs and Accounts Contingent Fund, FY 1988- 19891. CaYMI 0E-- ElC]C�C OPPCrQITION TO STREET CLOSURES'BY BARRIOADES - N 70 ST., N.E. 71 St., N.E7 Between Biscayne Blvd. and Biscayne Bay WE, THE RESIDENTS WHO DWELL ON THE ABOVE MENTIONED STREETS, OPPOSE ANY STREET CLOSING BY BARRICADES AND SUBSEQUENT CHANELLING OF TRAFFIC ONTO N.E. 9 PLACE WHICH CURVES INTO N.E. 69 ST. FOR THE FOLLOWING REASONS: 1 • DE,�IGN: a) The streets in this area were not designed to function as cul-de-sacs. b) These streets are unusually long with no cross streets at each bloc): If streets are closed at Biscayne Blvd., the only entrance or exit will be N.E. 9 Pl.. which curves into N.E. 69 St. c) N.E. 9 Pl.floods badly during heavy rains and is impassible rurinr a gale or hurricane. As the only access, residents and emergency vehicles would have to go through deep water. Brakes will get wet which prevents safe stopping should a car suddenly appear from N.E. 70 or 71 St. or if an emergency vehicle must brake for a turn. d) Although N.E. 69 St, is a wide street, residents curving from or onto divided N.E. 69 St. speed and do not stay in the proper lane. With the increased traffic, there will be accidents -possibly involving a police or emergency vehicle. e) In addition to single family hones, there are two (2) high rise, multiple dwellings at N.E. 69 St. and Biscayne Bay. N.E. 69 St. was not designed to handle the amount of traffic the closing of N.E. 70, 71 and 72 Streets will generate. 2. EMERGENCY RESPONSE SERVICE: a) Police, fire and rescue services will waste vital minutes in responding to a call. Stopping completely, having to remove a barricade and then gathering necessary speed again wastes valuable seconds. In an emergency, seconds count. b) Emergency vehicle drivers frequently enter the wrong street. Additional precious minutes will be lost as they negotiate an unfamiliar maze of streets when they could have entered from a main thoroughfare. Residents closest to the barricades are in weeper jeopardy as the emergency vehicle will have to travel quite a distance east before back -tracking west. EFFECT ON BISCAYNE BLVD.: a) Adjusting the traffic signal at N.E. 69 St. and Biscayne Blvd. will further congest Biscayne Blvd. At this point, Biscayne Blvd. traffic is heavily congested. North/South traffic will be slowed even more. b) We feel that funds would be more beneficial to the N.E. if used for other worthwhild purposes instead of closing streets. In the two years since I've bought ray house cn 71St. St., I've seen lots of beautiful sights -- everything from ducks above my house in the morning and hounainvi3lea petals so thick they almost formed drifts on the street. In short, I"ia extremely happy -about moving to Bayside. It's obvious a place where people care. I care, too. And that"s why I'm writing you. While I realize that many fine people support putting the traffic barricades up on the end of the street, I oppose the idea. And I wanted to tell you why. I have four broad concerns. They are: 1. Is this fair to our neighbors on 69th St.? To make the entire neighborhood drive past their homes to get in and out seems inconsiderate to me. 2. What Might this mean to our beautiful median on 71st St.? People who, like myself, live on the south side of the street, uill inevitably be tempted to drive across the grass to get to our driveways. Can you imagine what this will do to the grass? Just think what it will look like if people cross the median after a heavy rain.. `i 3. Will this really cut crime? As I"m sure you know from reading the Neighbors section of the Herald, there j disagreement in the Shores and in Belle Meade about whether barricades reduced crime. Truthfully, I think we could cut -_, crime pore by concentrating on home security, crime watch programs and the Safety Patrol program that so many have uorked so hard on. 4. Uon"t these barricades hurt property values? To me, putting up barricades signals to potential homebuyers that this is a high crime area. I think that's a false signal -- and one we don't want to send. In expressing my views, I in no way want to disparage those who may disagree.
