I--__si` A RESOLUTION RATIFYING, APPROVING AND CONFIRMING, BY A 4/5THS AFFIRMATIVE VOTE OF THE MEMBERS OF THE CITY COMMISSION AFTER A DULY ADVERTISED PUBLIC HEARING, THE ACTION OF THE CITY MANAGER FINDING THE PROCUREMENT OF SECURITY SERVICES FROM MINORITY INVESTIGATIONS AND SECURITY TEAMS, INC. (MIST) IN THE AMOUNT OF $9,833.00 AND ELECTRICAL SERVICES FROM F.P. INC. IN THE AMOUNT OF $5,518.00 FOR THE OPERATION OF THE JOBS OUTREACH PROJECT AS AN EMERGENCY AUTHORIZING THE ISSUANCE OF EMERGENCY PURCHASE ORDERS FOR THESE SERVICES FOR A TOTAL PROPOSED AMOUNT OF $15,351.00; ALLOCATING FUNDS THEREFOR FROM SPECIAL ACCOUNT NO. 921048-270. WHEREAS, on February 7, 1989, the Jobs Outreach Project began at three (3) sites within the community to establish a comprehensive employment service within those areas with a high rate of unemployment; and WHEREAS, in order to begin on the established start-up date the services of F.P., Inc. were engaged to construct the electrical power hookups for the Grand Avenue and Belafonte Talcocy Sites; and WHEREAS, it was necessary to engage the services of Minority Investigations and Security Teams, Inc. (MIST) to provide security services; and WHEREAS, the procurement of these services on an emergency basis were essential for the successful operation of the Jobs Outreach Project; and WHEREAS, funding to cover these services are available in Special Account No. 921048-270; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: CITY COMMISSION MEETING OF JUN 7 1989� DN No. 9-55 �`wy MLA Section I. By an affirmative vote of four fifths (4/5ths) of the Members of the City Commission after a duly advertised public hearing, the City Manager's written finding that the immediate need to procure the items set forth in the Preamble to this Resolution resulted from an emergency as so set forth; is hereby ratified, approved and confirmed with funds therefor being hereby allocated from Special Account No. 921048-270. Section 2. The City Manager's action in authorizing the Chief Procurement Officer to issue Purchase Orders to Minority Investigations and Security Teams, Inc. (MIST) in the amount of $9,833.00 for security services and F.P. Inc., in the amount of $5,518.00 for electrical services for a total amount of $15,351.00 necessary for the operation of the Jobs Outreach Project is hereby ratified, approved and confirmed. Odio REFERENCES: City Manager ENCLOSURES: Recommendation It is respectfully recommended that the City Commission adopt the attached resolution ratifying, approving, and confirming the procurement of security services in the amount of $9,833 from Minority Investigations and Security Teams, Inc. (MIST) and electrical services in the amount of $5,518 from F.P., Inc., both minority vendors, for the Jobs Outreach Project. as emergency actions of the City Manager. Background On February 7, 1989, the Jobs Outreach Project began at three (3) sites within the community. The purpose of this project was to establish a comprehensive employment service within those areas of the community with a high rate of unemployment. The procurement of these services on an emergency basis was essential for the successful operation of this Project. In order to begin the Project on the established start-up date, the Department of Public Works engaged the services of F.P., Inc., on an emergency basis to construct the electrical power hook-ups for the Grand Avenue and Belafonte Talcocy sites. Security for the two (2) aforementioned sites was initially provided by the Police Department. However, upon being given one (1) day notice, the Police Department ceased providing security .at these sites and the Department of Personnel Management was %i forced to engage the services of MIST on an emergency basis to rovide security services. �Yjfjp ai TO: Cesar H. This emergency request is being made due to the fact that the Police Department had to cease providing us with officers to guard the trailers and they informed us of this one day before. I have been advised that General Services Administration is currently in the process of obtaining bids for security services for future City-wide use, which would serve to eliminate this type of emergency request. However, the bid process requires several weeks to complete and in the interim we could not allow the trailers to remain unguarded. The estimated cost of this service for the period February 17 through March 30, 1989, is $9,833. As the cost is over $4,500, this matter will need to go before the City Commission for ratification in the very near future. P., Inc., Electrical Contractors & Engineers, on an emergency basis _= for constructing the electrical power hookups for the Grand Avenue Park and Belafonte Tacolcy Center sites of the Job Outreach Project. As you are aware, time constraints did not facilitate selection of a contractor via the usual procedure that is, taking bids through Procurement Management - so the =- Public Works Department took the liberty of engaging a local minority contractor with whom they are familiar. The total cost of the work is $5,517.47. As it is over $4,500, this matter will need to go before the City Commission for ratification in the very near future.
