RESOLUTION NO.:
A RESOLUTION RATIFYING, APPROVING AND
CONFIRMING THE ACCEPTANCE OF PROPOSALS OF
RALP-1 ROSS, RALPH ROSS REAL ESTATE CO.,
INC. AND RENALDO BLANCO, ANCLA REALTY,
INC., A MINORITY APPRAISER, BOTH MEMBERS
OF THE NATIONAL SOCIETY OF FEE
APPRAISERS, AT A FEE OF $6,225.00 AND
$8,000.00, RESPECTIVELY, TO APPRAISE THE
FAIR MARKET VALUE OF CERTAIN PROPERTIES
INCLUDING IMPROVEMENTS THEREON IN BLOCK
35N, MIAMI NORTH PLAT BOOK "B" AT PAGE
41, BOUNDED BY NORTHWEST EIGHTH AND NINTH
STREETS BETWEEN SECOND AND THIRD AVENUES,
MIAMI, FLORIDA Jl FUNDS TO COVER THE
EXPENSES FOR 'HE APPRAISALS BEING
ALLOCATED FROM SOUTHEAST OVERTOWN
PARKWEST PHASE I PROJECT FUNDS.
WIiEREAS, the Department of Development requested Property
and Lease Management to acquire two appraisals of certain
properties in Block 35N, Miami North Plat Book "B" Page 41,
bounded by Northwest Eighth and Ninth Streets and between Second
and Third Avenues, Miami, Florida; and
WHEREAS, this land and improvements thereon is being
appraised for possible acquisition by the City of Miami; and
WHEREAS, solicitation was made to all qualified commercial
appraisers listed with the City of Miami; and
WHEREAS, seven (7) responses were received, and the
appraisal proposals of Ralph Ross, Ralph Ross Real Estate Co.
Inc., and Renaldo Blanco, Ancla Realty, Inc., a minority
appraiser, both members of the National Society of Fee
Appraisers, at a fee of $6,225.00 and $8,000.00 respectively,
whose proposals were the most advantageous to the City; and
WHEREAS, funds to cover the cost of these two appraisals are
being allocated from the Southeast Overtown Parkwest Phase I
Project Funds;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. That the appraisal proposals of Ralph Ross,
Ralph Ross Real Estate Co. Inc., and Renaldo Blanco, Ancla Realty
Inc., a minority appraiser, both members of the National Society
of Fee Appraisers, at a fee of $6,225 and $8,000 respectively, be
ratified, approved and confirmed to appraise the Fair Market
Value of certain properties including improvements thereon, in
Block 35N, Miami North Plat Book "B", at Page 41, bounded by
Northwest Eighth and Ninth Streets between Second and Third
Avenues, for possible acquisition, funds to cover the expenses
for the appraisals to be allocated from Southeast Overtown
Parkwest Phase 1 Project Funds.
Section 2. This Resolution shall become effective
immediately upon its adoption pursuant to law.
PASSED AND ADOPTED THIS 7th DAY OF June 1989.

RECOMMENDATION:
It is respectfully recommended that the City Commission adopt the
attached resolution authorizing the acceptance of the appraisal
MOR proposals of Ralph Ross, Ralph Ross Real Estate Co., Inc. and -_
Renaldo Blanco, Ancla Realty, Inc., a minority appraiser, both
members of the National Society of Fee Appraisers, at a fee of
$6,225.00 and $8,000.00 respectively to appraise the Fair Market
Value of certain properties including improvements thereon, in
Block 35N, Miami North Plat Book "B", at Page 41, bounded by
Northwest Eighth and Ninth Streets between Second and Third
Avenues, for possible acquisition. Funds to cover the expenses for
the appraisals to be allocated from Southeast Overtown Parkwest
Phase I Project Funds.
BACKGROUND:
The General Services Administration Department, Property and Lease
Management Division, was requested by the Department of Development
to seek two appraisals for possible acquisition of this property
for redevelopment.
The appraisals are needed before the negotiation process can begin.
Both appraisers selected meet the City's minority procurement
standards.
