HomeMy WebLinkAboutR-89-0495T-89-522 04/17/89 OR RESOLUTION N0. 9"" 49 z A RESOLUTION AUTHORIZING THE PURCHASE OF A TX-731C BALL CAP TRANSMITTER AT AN APPROXIMATE COST OF $1,320, FUNDING TO BE PROVIDED FROM THE LAW ENFORCEMENT TRUST FUND, UPON SUCH COSTS HAVING BEEN APPROVED BY THE CHIEF OF POLICE. WHEREAS, Florida State Statute 932.704(3)(a), as amended, authorizes the expenditure of forfeiture proceeds for law enforcement purposes not considered normal operating expenses; and WHEREAS, the Miami Police Department's Special Investigation Section conducts undercover operations; and WHEREAS, surveillance must at times be maintained from a distance; and WHEREAS, it is necessary, for officer safety, to be able to hear what is transpiring when the undercover officer is out of sight; and WHEREAS, the transmitter must be concealable yet be effective enough transmit the conversations clearly; and WHEREAS, funds to cover the necessary expenses required for the acquisition of a TX-731C Ball Cap Transmitter has not been included in the Police Department's normal operating budget; and WHEREAS, the Chief of Police has recommended adoption of this resolution and has determined that the expenditure proposed complies with Florida State Statute 932.704, as amended; and WHEREAS, funds to cover the necessary expenses required for the acquisition of the TX-731C Ball Cap Transmitter are available in the City of Miami Law Enforcement Trust Fund; CITY COMMISSION MEETING OF JUN 7 1989 :SOLUTION No. :MARKS: L11�' NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the preamble to this Resolution are hereby approved, confirmed and adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. The purchase of a TX-731C Ball Cap Transmitter is hereby authorized, at an approximate cost of $1,320, with funding to be provided from the City of Miami Law Enforcement Trust Fund, Project No. 690001, Index Code 290904-996, upon such costs having been approved by the Chief of Police. Section 3. This Resolution shall become effective immediately upon its adoption pursuant to law. Odio City Manager ENCLOSURES: 15 � e RECOMMENDATION: It is respectfully recommended that a resolution be passed for f the purchase of a TX-731C Ball Cap Transmitter, at a total cost of approximately $1,320. Funding is to be from the Law Enforcement Trust Fund, Project No. 690001. BACKGROUND: The Miami Police Department Special investigation Section conducts undercover operations where officers are often times out of the sight of the cover cars. Under these circumstances it is Ic necessary, for officer safety, that the cover units be able to hear what is transpiring, allowing them the ability to respond e appropriately. The Ball Cap Transmitter is adapted for this purpose and because of its concealability and positioning is quite effective. It is, therefore, recommended that the Resolution authorizing the purchase of a TX-731C Ball Cap Transmitter, at a total cost of approximately $1,320, funding to be from the Law Enforcement Trust Fund, Project No. 690001, Index Code 290904-996, be approved.
