HomeMy WebLinkAboutR-89-0494J- 9- 74 03 23/389 RESOLUTION NO. 89-49 A RESOLUTION AUTHORIZING THE PURCHASE OF A CRIME SCENE SKETCHING SYSTEM AND AN ACCIDENT RECONSTRUCTION SYSTEM AT AN APPROXIMATE COST OF $11,510, FUNDING TO BE PROVIDED FROM THE LAW ENFORCEMENT TRUST FUND, PROJECT NO. 690001, UPON SUCH COSTS HAVING BEEN APPROVED BY THE CHIEF OF POLICE. WHEREAS, Florida State Statute 932.704(3)(a), as amended, authorizes the expenditure of forfeiture proceeds for law enforcement purposes not considered normal operating expenses; and WHEREAS, there is a need for the Police Department to be able to reproduce crime scene and accident scene diagrams to scale for court presentation; and WHEREAS, these sketches are currently drawn free -hand by police officers, public service aids and technicians in the Police Department; and WHEREAS, the requested equipment is state of the art and will increase the speed and accuracy of producing a crime scene and accident scene diagram to scale; and WHEREAS, these systems will be utilized by the Criminal Investigation and Accident Investigation Units on a daily basis, precluding the purchase of one system to be shared by both Units; and WHEREAS, funds to cover the necessary expenses required for the acquisition of the Computerized Crime Scene Sketching Systems have not been included in the Police uepartmenL•s normal operating budget; and WHEREAS, the Chief of Police has recommended adoption of this resolution and has determined that the expenditure proposed complies with Florida State Statute 932.704, as amended; and CITY :No., SSION MOF J989 RESOLUTIO-49 ,iEMARNSt WHEREAS, funds to cover the necessary expenses required for the acquisition of the Computerized Crime Scene Sketching Systems are available in the City of Miami Law Enforcement Trust Fund, Project Number 690001, Index Code 290904-996; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the preamble to this Resolution are hereby approved, confirmed and adopted by reference thereto and incorporatedd herein as if fully set forth in this Section. Section 2. The purchase of a Computerized Crime Scene Sketching System and an Accident Reconstruction System, is hereby authorized in an approximate amount of $11,510, funding to be provided from the City of Miami Law Enforcement Trust Fund, Project Number 690001, Index Code 290904-996, upon such costs having been approved by the Chief of Police. Section 3. This Resolution shall become effective immediately upon its adoption pursuant to law. PASSED AND ADOPTED this 7th day of 1989. Odio ENCLOSURES: M City Manager It is respectfully recommended that a resolution be passed authorizing the purchase of a CrimeSceneSketching System and an Accident Reconstruction System at an approximate post of ($11,510), funding to be from the Law Enforcement Trust Fund, Project No. 690001, Index Code 290904-996. The Miami Police Department's Criminal Identification and Accident Investigation Units are responsible for the recreation of crime and accident scenes, primarily through sketches. These drawings are currently accomplished in freehand by I.D. technicians, police officers and public service aids. There is a need for the Police Department to be able to reproduce crime and accident scene sketches to scale for court room presentation. The requested equipment is state of the art and will increase the speed and accuracy of producing a crime scene and accident diagram to scale. Because of the physical location of the two units within the police department and the amount of sketches that each unit produces it is not possible for one system to be shared by both units. It is, therefore, recommended that the Resolution authorizing the purchase of the Computerized Crime Scene Sketching Systems, at an approximate cost of ($11,510), funding to be from the Law Enforcement Trust Fund, Project No. 690001, Index Code 290904- 996, be approved. 89-494 L3 AFFIDAVIT I, Perry L.
