f
Reverend Isaac C. Mickins, Pastor of the Memorial Temple Baptist
Church, has requested our assistance in identifying funds for a
new program to address the deteriorating outlook of the black,
male population, aged 18-24, in South Florida. The South Florida
Character Molding Institute, Inc. (SFCMI) recognizes that in
every major facet of American life that is negative, the black
male comprises a disproportionate number of the affected group.
It is SFCMI's mission to act as an intervening agent to turn this
situation around by taking positive corrective action in rebuild-

The program, to be conducted out of Florida Memorial College, has
an initial summer budget of $115,660 (please see copy of detailed
budget attached). Reverend Mickins has been advised that the
;
Department of Community Development does not presently have the
resources.available to fund this project.
After several meetings.with the Reverend and City staff, other.
possible sources of funding were researched and identified. We
x
have worked diligently with SFCMI to assist in their efforts to
obtain funding, resulting in proposals being sent to the
-following ';foundations :
9
1. ,The Anschutz Foundation
U
2. '-,DadeCommunity Foundation
3. Knight Foundation
4. Southeast Banking Corporation Foundation
5. Ford Foundation
6. The William J. and Tina Rosenberg Foundations —'
'Since the program is scheduled to begin July 17, 1989, the
Reverend feels a need to secure some source of funding prior to
receiving responses from the foundations mentioned above. I
understand that he has made presentations to members of the'
Commission, and Commissioner Kennedy has indicated that she

meeting if time permits. Should the City deem it impossible to
assist with funding at this time, we are being asked to at least
 r : ofioialy::endorse the program.
Reverend Mickine has also expressed a need to have approximately
300 sq.ft. of office space donated for this program and has been
in contact with Ron Williame, Director of General Services
Administraton, in this regard. —
' 'lease advise if you require additional information.
