A RESOLUTION CONCERNING THE SHRINERS PARADES
TO BE CONDUCTED BY THE GREATER MIAMI
CONVENTION AND VISITORS' BUREAU ON AUGUST 21
AND 23 1989, AUTHORIZING THE CLOSURE OF
DESIGNATED STREETS TO THROUGH VEHICULAR
TRAFFIC; SUBJECT TO THE ISSUANCE OF PERMITS
BY THE DEPARTMENTS OF POLICE AND FIRE, RESCUE
AND INSPECTION SERVICES AND THE REQUIREMENT
THAT THE CITY WILL BE INSURED AGAINST ANY
POTENTIAL LIABILITY AND UPON ORGANIZERS PAYING
FOR ALL NECESSARY COSTS OF CITY SERVICES.
BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLO RI DA:
Section 1. In order to effectuate safe passage during the
Shriners' Convention Parades the following streets are hereby
closed to through vehicular traffic on Monday, August 21 and
Wednesday, August 23, 1989 as specified below:
MONDAY, AUGUST 21, 1989 6:00 P.M. to 10:00 P.M.:
Northwest Fifty-fourth Street from Northwest Twelve Avenue
to Northwest Seventh Avenue.
Northwest Seventh Avenue from Northwest Fifty-fourth Street
to Northwest Seventy-first Street.
Northwest Seventy-first Street from Northwest Seventh Avenue
to Northwest Twelfth Avenue.
WEDNESDAY, AUGUST 23, 1989 11:00 A.M. to 2:00 P.M.:
Biscayne Boulevard (western most lane) from Northeast
Thirteenth Street to Flagler Street.
Included in the herein closure are all streets, avenues,
alleys, ways and thoroughfares which intersect the
enumerated areas delineated in this Section.
Section 2. Such closing of streets is subject to State
approval and issuance of permits by the Departments of Police and
Fire, Rescue and Inspection Services. Said permit from the
Department of Police is to be issued upon full approval of the
Chief of Police after giving all due consideration to the safety

and traffic needs of residents, businesses, and religious
institutions in the area for entering and crossing through said
arterials and upon the favorable exercise of the City Manager's
judgement predicated upon all factors set forth herein.
Section 3. Such street closures are subject to the
organizers obtaining insurance requirements as mandated by the
City of Miami and paying for all necessary costs of City
services.
Section 4. This Resolution shall become effective
immediately upon its adoption pursuant to law.

Dear Mr. Odio:
I would like to request permission to appear before the City
of Miami Commission meeting on Thursday, July 13, 1989 to
request the Commission's approval of street closures necessary
for two parades. The parades, sponsored by the Greater Miami
Convention and Visitors Bureau for the Shriners' Convention,
are scheduled to be held on Monday, August 21, 1989 and Wednesday,
August 23, 1989.
The Shriners will bring 40,000 participants to Miami for
their Annual Convention and the two parades are a very important
part of their convention activities. I will be sending the
specific details of street closures prior to the July 13th
meeting.
We appreciate the city's cooperation in our efforts to welcome
the Shriners to Miami.
