A RESOLUTION RATIFYING, APPROVING AND
CONFIRMING, BY A 4/5THS AFFIRMATIVE VOTE OF
THE MEMBERS OF THE CITY COMMISSION AFTER A
DULY ADVERTISED PUBLIC HEARING, THE ACTION OF
THE CITY MANAGER FINDING THE PROCUREMENT OF
SECURITY SERVICES FROM MINORITY
INVESTIGATIONS AND SECURITY TEAMS, INC.
(MIST) AT THE CITY -OWNED CARVER BRANCH YMCA
SITE IN THE AMOUNT OF $37,000.00 AS AN
EMERGENCY AUTHORIZING THE ISSUANCE OF
EMERGENCY PURCHASE ORDERS FOR THIS SERVICE
FOR A TOTAL PROPOSED AMOUNT OF $37,000.00;
ALLOCATING FUNDS THEREFOR FROM THE HOUSING
CONSERVATION AND DEVELOPMENT AGENCY PROJECT
NO. 579901 ACCOUNT NO. 321034-340.
WHEREAS, on July 1987 through Resolution No. 87-628 the City
Commission authorized the use of the City -owned Carver Branch
YMCA Site, located at Northwest 57th Street and 15th Avenue in
the Model City Neighborhood, for the development of seven (7) new
homes to be purchase by qualified low and moderate income
homebuyers in connection with the Scattered Site Affordable
Homeownership Program; and
WHEREAS, marketing efforts by the Housing Agency staff were
successful in securing purchase and sales contracts on all seven
homes and construction was completed in late October 1988; and
WHEREAS, due to delays in the consummation of the purchase
transactions between the City and the prospective homebuyers it
was necessary that the City retained the services of a security
firm to provide 24-hour security surveillance in order to protect
the homes against possible theft and vandalism; and
WHEREAS, three security firms were contacted and Minority
Investigation and Security Team, Inc., (MIST) was recommended the
lowest responsive bidder at a proposed cost of $37,000.00; and =
WHEREAS, the procurement of this service on an emergency
basis was necessary to safeguard the City's investment in the
neighborhood and is in the best interest of the City; and

WHEREAS, funding to cover this service is available in the
Housing Conservation and Development Agency Project No. 579901-
Account Code No. 321034-340.
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. By an affirmative vote of four fifths (4/5ths)
of the Members of the City Commission after a duly advertised
public hearing, the City Manager's written finding that the
immediate need to procure the item set forth in the .Preamble to
this Resolution resulted from an emergency as so set forth; is
hereby ratified, approved and confirmed with funds therefor being
hereby allocated from the Housing Conservation and Development
Agency Project No. 579901 Account Code No. 321034-340.
Section 2. The City Manager's action in authorizing the
Chief Procurement Officer to issue a Purchase Order to Minority
Investigations and Security Teams, Inc. (MIST) in the amount of -
$37,000.00 for security services at the Carver Branch YMCA Site
at a total amount of $37,000.00 is hereby ratified, approved and
confirmed.
Section 3. This Resolution shall become effective
immediately upon its adoption pursuant to law.

It is respectfully recommended that the City Commission adopt the
attached resolution ratifying, approving and confirming the award
of a contract for security services at the City -owned Carver
Branch YMCA Site to Minority Investigation and Security Team,
Inc., (M.I.S.T., Inc.) as an emergency action of the City
Manager. Further authorizing the issuance of an emergency
purchase order for the total cost of providing 24-hour security
surveillance -at the Carver Branch YMCA Site for approximately
$37,000, said cost to be made available from the Housing
Conservation and Development Agency.
BACKGROUND:
The General Services Administration Department and the Housing
Conservation and Development Agency recommend ratification of the
attached resolution ratifying, approving and confirming the award
of a contract for security services at the City -owned Carver
Branch YMCA Site to Minority Investigation and Security Team,
Inc. (Black -owned firm), as an emergency action of the City
Manp.ger. Further authorizing the issuance of an emergency
purchase order in the amount of $37,000 to defray the cost of
providing 24-hour security surveillance at the City -owned Carver
Branch YMCA Site.
In July of 1987, through Resolution No. 87-628, the City
Commission authorized the use of the City -owned Carver Branch
YMCA Site, located at Northwest 57th Street and 15th Avenue in _
the Model City neighborhood, for the development of seven (7) new
3-bedroom, 2-bath homes for purchase by qualified low and
moderate income homebuyers in connection with the Scattered Site
Affordable Homeownership Development Program.

Marketing efforts by the Housing Agency staff were successful in
securing purchase and sales contracts on all seven homes.
Construction on all seven (7) homes was completed in late October
of 1988. However, several of the homebuyer's applications were
disapproved by Barnett Bank for first mortgage financing, which
impeded the consummation of the purchase transaction between the
City and the prospective homebuyers. Subsequently, the Housing
Agency staff were required to resale several of the homes and
submit new applications for first mortgage loan processing by
Barnett Bank.
In the interim, it was necessary that the City retain the
services of a security firm to provide 24 hour security
surveillance in order to protect the homes against possible }belt
and vandalism. Three (3) security firms were contacted by the
Housing Conservation and Development Agency, with Minority
Investigation and Security Team, Inc., being recommended as the
lowest responsible bidder. A recommendation was made to the City
Manager that the emergency award of this contract to safeguard the
City's investment in the neighborhood would be in the best interest
of the City and to approve the award to the most responsive bidder.
To date, all seven (7) homes have been sold and are now occupied by
first time homebuyers with incomes of less than $23,000 annually.

In October 6f - 1986, the City Commission approved the
implementation of. the City's Scattered Site Affordable
Homeownership Development Program for the purpose of constructing
new single family owner -occupied housing units on an in -fill
basis in the city's predominately residential Community
Development Target Areas. Financing for this unique Program wds
approved and made Available through the issuance of $4,200,000 in -
Special Obligation housing Bondn, the proceeds of which have been
used for the establishment of a revolving construction fund to
Apfray the cost of constructing the homes and other related costs
associated with the development of such housing under the
Program.
The City's first undertaking in the development of new single
family homes under the Program was recently completed in the
Model City neighborhood on the City -owned Carver Branch YMCA Site
located at Northwest 57th Street and 15th Avenue, where seven (7)
new homes have been constructed for purchase by qualified low and
moderate income homebuyers. Construction on the seven homes was
completed in late September of 1988.
Marketing efforts by the Housing Agency were successful in
securing purchase and sale contracts, in addition to earnest
deposits from potential homebuyers on all seven homes prior to
the completion of construction. However, prior to securing final
approval/disapproval from Barnett Bank for first mortgage
financing for each individual homebuyer, it was necessary that
the City retained the services of Minority Investigation and _
Security Team, Inc. (M,I.S.T., Inc.) for the purpose of providing
24 hour security surveillance to protect the homes against theft -
and vandalism. Based on staff's estimation, such services would
be required only for a period of 30-60 days, which is normally
the average time frame in the mortgage banking industry for .
securing bank approval/disapproval of a conventional mortgage
loan. Since September of 1988, security services have been
provided by M.I.S.T., Inc. at the Carver Branch YMCA Site on a
month -to -month basis pending the lose out of the prpject. The
continuation of security service at the site. s required
because several potential homebuyers' applications w' a rejected
by Barnett Bank which required Agency staff to submit alternate
homebuyers for mortgage loan processing by the Bank.

Based on staf.f's estimation, it is anticipated that the remaining
two (2) romps which impedes the close out of the project will be
closed and occupied by the new homeowners on/or before April 30,
1989.
Transmitted herewith are four (4) Professional Service Agreements
between the City and M.I.S.T., Inc. (Black owned firm) to defray
the cost of security services rendered in connection with the
aforementioned project. In view of the need to maintain security
guard service at the site to protect against possible theft and
vandalism, this memorandum serves to request authorization to
make payment to M.I.S.T., Inc. for services rendered in
connection with the aforementioned project.
