HomeMy WebLinkAboutR-89-05993=$9=631 06/27/89 Ll RESOLUTION NO. � A RESOLUTION ALLOCATING FUNDING FOR THE ESTABLISHMENT OF A ROBBERY TASK FORCE, AT AN APPROXIMATE COST OF $26,000; FUNDING TO BE PROVIDED FROM THE LAW ENFORCEMENT TRUST FUND, CONDITIONED UPON THE ADOPTION OF AN APPROPRIATIONS ORDINANCE TO PROVIDE FUNDING FOR THE HEREIN PROGRAM, UPON SUCH COSTS HAVING BEEN APPROVED BY THE CHIEF OF POLICE. WHEREAS, Florida State Statute 932.704(3)(a), as amended, authorizes the expenditure of forfeiture proceeds for law enforcement purposes not considered normal operating expenses; and WHEREAS, the City of Miami, has experienced a 23% increase in the number of robberies within its jurisdiction; and WHEREAS, the Police Department is able to identify certain areas and establishments as high risk robbery targets; and WHEREAS, the equipment that will be purchased as part of this Robbery Task Force will enable a limited number of investigators to maintain surveillances on a greater number of businesses; and WHEREAS, funds to cover the necessary expenses required for the above listed operation have not been included in the Police Department's normal operating budget; and WHEREAS, the Chief of Police has recommended adoption of this "solution and has determined that the expenditures proposed comply with Florida State Statute 932.704, as amended; and WHEREAS, funds to cover the necessary expenses required for this operation will be available in the City of Miami Law Enforcement Trust Fund; and WHEREAS, herein authorization is conditioned upon the .' The recitals and findings contained in the preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. The allocation of funds for the establishment of a Robbery Task Force are hereby authorizedi at an approxbmaze total cost of $26,000, with funding to be provided from the City of Miami Law Enforcement Trust Fund, Project No. 690001, Index Code 029002-247, conditioned upon the adoption of an appropriations ordinance to provide funding for these items, upon such costs having been approved by the Chief of Police. The Police Department has documented a 23% increase in the number =_ of robberies reported within the City of Miami. In an effort to combat this increase in crime the Department has identified several establishments as high risk robbery targets. The funding requested to establish a Robbery Task Force would be utilized to purchase equipment which would expand the number of businesses. that could be surveilled by a limited number of investigators. The equipment would also be utilized to prepare cases for _ courtroom appearances and assist in obtaining a -more successful conviction rate.
