ORDINANCE NO. I MIL
AN EMERGENCY ORDINANCE ESTABLISHING A NEW
TRUST AND AGENCY FUND ENTITLED: "CITY
COMMISSION COMMUNITY PROJECTS ACCOUNT";
APPROPRIATING FUNDS FOR ITS OPERATION IN THE
AMOUNT OF $200,000, FROM A CONTRIBUTION FROM
REPRESENTATIVES OF THE MIAMI CENTER I
PROJECT, SAID MONIES TO BE USED TO ASSIST
CITY COMMUNITY PROJECTS; CONTAINING A
REPEALER PROVISION AND A SEVERABILITY CLAUSE.
WHEREAS, the City Commission at its March 23, 1989 Meeting,
adopted Motion 89-302.1, accepting a $200,000 contribution from
representatives of the Miami Center I Project to be used to
assist City Community projects; and
WHEREAS, said $200,000 has been deposited in the City's bank
account; and
WHEREAS, the City Commission allocated an amount equal to
one -fifth of the $200,000 contribution ($40,000) to be used by
each commissioner to provide funding for existing City Community
projects; and
WHEREAS, this Ordinance will appropriate the revenue to five
different accounts in the Proposed Trust and Agency Fund to
monitor each Commissioners $40,000 allocation;
NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The following Trust and Agency Fund is hereby
established and resources are hereby appropriated as described
herein:
Fund Title: City Commission Conraunity Projects Account
Resources: Private Developer Contribution $200,000
Appropriations: City Commission Community Projects $200,000
Account
Section 2. All ordinances or parts of ordinances insofar
as they are inconsistent or in conflict with the provisions of
this Ordinance are hereby repealed.

Section 3. If any section, part of section, paragraph,
clause, phrase or word of this Ordinance is declared invalid, the
remaining provisions of this Ordinance shall not be affected.
Section 4. This Ordinance is hereby declared to be an
emergency measure on the grounds of urgent public need for the
preservation of peace, health, safety, and property of the City
of Miami.
Section 5. The requirement of reading this Ordinance on
two separate days is hereby dispensed with by an affirmative vote
of not less than four -fifths of the members of the Commission.
Section 6. This Ordinance shall become effective
immediately upon its adoption.

It is recommended that the Miami City Commission adopt 'the
attached appropriations Ordinance establishing a new Trust and
Agency Fund entitled: "City Commission Community Projects
Account" and appropriating the $200,000 contribution from Miami
Center I to support existing City Community Projects.
Background:
The City Commission passed a motion 89-302.1 on March 23, 1989
accepting a $200,000 contribution from representatives of the
Miami Center I project. The City Commission also allocated an
amount equal to a fifth of the $200,000 contribution ($40,000) to
be used by each commissioner to provide funding for existing City
Community projects.
This Ordinance will appropriate
accounts in the proposed Trust
