ORDINANCE NO. 10610
AN ORDINANCE AMENDING SECTION 1 OF ORDINANCE
NO. 10521,THE CAPITAL IMPROVEMENTS
APPROPRIATION ORDINANCE, AS AMENDED, ADOPTED
NOVEMBER 17, 1988, BY ESTABLISHING THE PROJECT
ENTITLED "SOLID WASTE EXPANDED FACILITIES",
PROJECT NO. 353008, IN THE AMOUNT OF $25,000;
APPROPRIATING FUNDS IN SAID AMOUNT FOR SAID
PROJECT FROM THE 1970 POLLUTION GENERAL
OBLIGATION BONDS; CONTAINING A REPEALER
PROVISION AND A SEVERABILITY CLAUSE.
WHEREAS, the City Commission adopted Ordinance No. 10521 on
November 17, 1988, establishing appropriations for the
implementation of Capital Improvements in the City of Miami; and
WHEREAS, the need has been established for the improvement
and expansion of certain facilities vital to the daily operations
and control of inventory at the Solid Waste Department as
described briefly herein; and
WHEREAS, owing to the increased demand on storage
facilities triggered by the Department's exercise of control over
inventory, the present storage facilities are inadequate and must
be expanded to keep pace with the requirements of the Department;
and
WHEREAS, it has become necessary to fence off part of the
property at the Department of Solid Waste at 1290 NW 20 Street,
Miami, to provide better security for storage of critical
equipment used for street cleaning - dumpsters, roll offs, etc.;
and
WHEREAS, the communications room houses the facilities that
support on a daily basis the vital communications exchange of the
Solid Waste field operations which services the public, handling
complaints, imparting information, and keeping records of
services provided; and

WHEREAS, the communications room also houses the master
computer, tracking waste information for management control; and
WHEREAS, those computers record the trash and debris
disposed of at the Dade County facilities, which information is
necessary to reconcile the County bills presented for payment on
a monthly basis; and
WHEREAS, it is deemed in the best interest of the City to
improve the storage facilities at the Department of Solid Waste;
and
WHEREAS, it is also deemed necessary in order to maintain
efficiency that the City improve the Solid Waste Department
communications room facilities; and
WHEREAS, the total projected cost for these additions and
improvements is $25,000 and monies are available from the 1970
Pollution General Obligation Bonds to cover said expenses;
NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. Section 1 of Ordinance No. 10521, adopted
November 17, 1988, the Capital Improvements Appropriations
Ordinance, as amended, is hereby amended in the following
particulars:`
"Section 1: The herein appropriations are
hereby made for implementation of all
municipal capital improvements of the City of
Miami, including new capital improvement
projects scheduled to begin during fiscal year
1988-89. The herein appropriations which are
hereby designated by reference to descriptive
project title and number also include
appropriations for previously approved
scheduled projects as well as re -
appropriations of prior fund appropriations.
The source of revenues to support the herein
appropriations is hereby identified by fund
and project with the project appropriations
and revenues therefor being set forth for the
areas (I-VII) based upon use or function
category within said areas, as follows:

Section 2. All ordinances or parts of ordinances insofar as
they are inconsistent or in conflict with the provisions of this
Ordinance are hereby repealed.
Section 3. If any section, part of section, paragraph,
clause, phrase, or word of this ordinance is declared invalid,
the remaining provisions of this Ordinance shall not be affected.
Section 4. This Ordinance shall become effective 30 days
after final reading and adoption hereof, pursuant to law.

RECOMMENDATION:
It is respectfully recommended that the City Commission adopt the
attached Ordinance amending section 1 of Ordinance No. 10521, The
Capital Improvements Appropriation Ordinance, as amended, adopted
November 17, 1988, by establishing the project entitled "Solid
Waste Expanded Facilities", Project No. 353008, in the amount of
$25,000; appropriating funds in said amount for said project from
the 1970 Pollution General Obligation Bonds; containing- a
repealer provision and a severability clause.
BACKGROUND:
It has been determined that the establishment of a project
entitled "Solid Waste Expanded Facilities" is necessary for the
improvement and expansion of certain facilities vital to the
daily operations and control of inventory at the Department of
Solid Waste. Specifically, the fencing of the property located
at the Department of Solid Waste at 1290 NW 20 Street, to provide
better security for storage of critical equipment used for street
cleaning-dumpsters, roll -offs, etc.
Additionally, the communication room which houses the facilities
that support, on a daily basis, the vital communications exchange
of field operations and houses the master computer are inadequate
for the rapid growing demand of this service. Therefore,
expansion of this area is recommended.
