RECOMMENDATION:
It is respectfully recommended that the City Commission adopt the
attached Resolution approving that the most qualified firms to
provide professional planning and design services for -the
renovation and expansion of the Police Headquarters Facility;
authorizing the City Manager to undertake negotiations with the
most qualified firms to arrive at a contract which is fair and
reasonable, and directing the City Manager to present the
negotiated agreement to the City Commission for its ratification
and approval.
BACKGROUND:
The Department of Police in conjunction with the Department of
Development recommend that the City Commission approve the
attached Resolution approving the most qualified firms to provide
professional planning and design services for the renovation and
expansion of the Police Headquarters Facility: authorizing the
City Manager to undertake negotiations with the most qualified
firms to arrive at a contract which is fair and reasonable, and.
directing the City Manager to present the negotiated agreement to
the City Commission for its ratification and approval.
On November 8, 1984, the City Commission passed Resolution No.
84-1276 designating as a Category "'B"' Project the Renovation
and Expansion of the Police Headquarters Facility. This
resolution authorized the City Manager to advertise for
professional planning and design services and appointed John E.
Gilchrist, Director, Department of Development, as Chairman of
the Competitive Selection Committee, all in accordance with
Florida Statutes 287.055, City of Miami Code Section 18-52.3 and
Ordinance 9572 adopted February 10, 1983.

renovation and expansion of various areas in the Police
Headquarters Facility including but not limited to property
storage and equipment issuance, including weapons and radios;
evidence vaults and secured storage; offices; general storage;
lobby and reception; and other improvements throughout the
facility.
Pursuant to the City's Minority and Women Business Affairs and
Procurement Goals, as established by Ordinance No. 10062 passed
December 19,.1985, the City Manager designated the professional
planning and design services for this project a minority set
aside. Based on the scope of work the City solicited proposals
from design teams with architectural firms as the prime
consultant and engineering firms as the subconsultants.
Qualified proposals were only accepted from teams which included
two of the three types of ownership, based on the two required
areas of expertise, as indicated in Ordinance No. 100621
Hispanic, Black and Female.
On March 28, 1988, advertisements requesting proposals for
professional planning and design services from minority owned
businesses were published in newspapers, and direct mailings were
sent to registered architects in Dade County. The Certification
Committee and the Competitive Selection Committee, appointed by
the City Manager, evaluated the qualifications of those teams
which responded and selected the teams most qualified to provide
the professional architectural and engineering service required
for this project.
The minority owned firms found most qualified are listed below in
ranked order of recommendation.
