Rooftop mechanical equipment structures may exceed the height limit but in any event shall be appropriately screened to minimize visual disruption of the building profile. 1.5.2 There shall be a height limit of sixty (60) feet at the building setback line adjacent to SW 27th Terrace and SW 29th Avenue. For portions of buildings behind these building setback lines, a light plane leaning inward from the 60 foot height level at seventy (70) degrees shall govern the height of buildings with no portion of a building breaking the light plane (see Exhibit B, Height Limitations). 1.6 Floor Area Limitation Gross floor area for a-11 uses except 1.1.1 and 1.1.13 shall not exceed two hundred and fifty thousand (250,000) square feet. Gross floor area calcula- tions shall include all enclosed lobby and pedestrian circulation space, utility and equipment room space except for rooftop structures for mechanical equipment. Matty Hirai City Clerk 1.11 Pedestrian Overpass 1.11.1 Subject to negotiation with Dade County as a part of station.develop- ment lease agreement, the developer/lessee shall covenant to provide all or whatever proportion as may be deemed necessary by the County of the cost of constructing a pedestrian overpass spanning U.S. Highway #1 (Dixie Highway) in the vicinity of NW 27th Avenue (Exhibit A). 1.11.2 In the event the developer/lessee constructs remote site parking, as provided in Section 1.8.4, south of U. S. #1, there shall be constructed by and at full cost to the lessee/developer a pedestrian overpass as described in Section 1.11.1. 1.12 Access Road Improvements Lessee/developer shall pay to Dade County an amount equal to the cost of design and the contract award for constructing the extension of SW 30th Avenue from SW 28th Lane to South Dixie Highway; and in addition shall pay to 'the County the full cost of signalization for the intersection of SW 30th Avenue erid`South Dixie Highway. The improvement of 30th Avenue and the signalization as described above shall be completed prior to issuance of a certificate of occupancy for the station site development. 1.13 Site and Development Plan Review/Approval In accordance with Design Criteria as listed in Section 2.0: Submitted into the public record in connection with item Z • 4 on --� L_�3� , Matty Hirai City Clerk SECTION 2.0 - SITE AND DEVELOPMENT DESIGNN CRITERIA As generally depicted on Exhibit A, Illustrative Site Development Criteria, the following criteria shall provide the basis for Site and Development Plan Review as provided for in Section 1.12: 2.1 The principal structure, to the extent its design emphasizes one facade as the front or most visually prominent side, should orient that facade primarily to the east. 2.2 The principal structure should occupy the easterly portion of the site with emphasis on direct ground level pedestrian connections to the Station Plaza adjacent to 27th Avenue, SW 27th Terrace, and the station fare gate entrance. 2.3 Bus and private vehicular circulation on -site should not cross at -grade any direct pedestrian connections between the principal development and the transit station or the 27th Avenue plaza. 2.4 Visual transparency of the base of the principal structure is to be emphasized. Dark tinted glass or mirrored glass, curtains, graphics, or landscaping which obscures direct views into or out of commercial spaces, entrances, lobbies or interior courtyards at ground level is to be avoided. 2.5 The inclusion of retail services oriented to the transit patron and on -site pedestrian traffic is very desirable. Such services should abut, as much as possible, primary pedestrian pathways linking the station fare gate entrance to the principal development entrances, public parking facilities and public sidewalks on 27th Terrace and 27th Avenue. 2.6 Parking ingress and egress to the proposed project shall be separated to the maximum extent possible from Metrorail parking access and the circulation of Metrorail buses and kiss and ride functions. Architectural compatibility with the stations will be achieved through similarity of materials, construction methods and landscaping. 2.8 While vertical integration of parking with principal uses is acceptable, there should not be parking within the primary structure except below grade. 2.9 Maximum effort shall be made to preserve the established trees on the Coconut Grove Metrorail site which are called out on the station construction contract drawings to be protected and maintained in their current locations.
