HomeMy WebLinkAboutR-89-0747J-89-744 7/27/89 RESOLUTION NO. 89�4747 A RESOLUTION OF THE MIAMI CITY COMMISSION URGING THE FLORIDA LEAGUE OF CITIES, INC., TO NOMINATE VALERIE HICKEY-PATTON, VICE -MAYOR OF THE CITY OF WEST MIAMI, FLORIDA, AS THE RECIPIENT OF THE 1989 FLORIDA MUNICIPAL OFFICIAL OF THE YEAR, "E. HARRIS DREW AWARD"; FURTHER, DIRECTING THE CITY CLERK TO TRANSMIT A COPY OF THIS RESOLUTION TO THE HEREIN NAMED OFFICIALS. WHEREAS, Valerie Hickey -Patton has served the City of West Miami as Commissioner, Vice -Mayor, and Mayor continuously from 1970, and she will have served in excess of twenty years as a member of the City Commission of West Miami at the termination of �i her present term in 1990; and WHEREAS, she has served in the following capacities, and on numerous other community committees and projects: Past President of the Dade League of Cities, and service in all offices of the League, and is presently - a Director; Chairwoman of Florida Citizens Committee for Education; Past President of Women in Government; Co -Chairwoman of Stop Crime Committee; Member of Dade County Advisory Task Force; Member of Dade Partners for Youth; First woman Mayor of West Miami, 1984-86; y Vice -Mayor of West Miami, 1986-88; Member of National League of Cities' Human Resource Committee on Immigration; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: CITY COMMISSION MEETING OF JUL 31 19889y RMUMON No. 89.-:," ♦ 4 REMARKS: k "H. Mr. Cook reported that the original proposed franchise agreement ordinance. passed on first reading, and was acceptable to all. He reported that Commissioner Hawkins has introduced the new ordinance. which gives the County a 3rd alternative. He stated that there is also clause in the New ordinance which states that they would not subtract any county taxes. He stated that this would mean that people in unincorporated areas would receive an eight million dollar rate increase. He Stated that FPL will write a letter to the County stating that under no circumstances will they agree .. ntractually to this clause. He stated that there are two ordinances- ne which would allow you to renew ,your franchises and one which will ot. He urged cities to monitor what is going on in the County. D� North Miami Beach resolution urging the establishment of Industrial Depot -Drop off waste sites in non-residential environs - (attached) Ou Secretary John Kurzman reported on this item, which he sponsored in North Miami Beach, stating that these sites would eliminate some of the illegal disposal of tires etc. After brief discussion on the issue. the Board approved the resolution, referring it to the Joint Liaison _= Committee for further review/recommendation to the Board of Directors. The Board also voted to create an Ad -Hoc Recycling Committee to research the issue. Medley Mayor Tobie Wilson and Secretary John Kurzman volunteered to serve on the Committee. E) Dade League nomination for the Florida League's E. Harris Drew Award - After nominations from the floor. Past President Valerie Hickey -Patton,; •= Councilwoman. West Miami, was nominated to be supported by the League. The Board unanimously approved the creation of a resolution in support the nomination. (Res. #89-77 is attached). FL 32302-1757 F> Insurance Premium tax - President Gardner reported on an article which appeared in Sunday's newspaper which stated that in a new bill, re; taxing insurance premiums, a clause was placed on the bill which stat-s "as of October 1. 1990. the State Comprehensive Health Association, an assigned risk for uninsurable people, will be termin5red". Marchner reported that Martha Lyed, County Manager's office, has brought this ordinance to the attention of the League. He stated that the (minimum standards) ordinance will be applicable in municipalities which do not have their own towing ordinance regulating the towing industry within the municipality. He also stated that 2nd reading of the ordinance will be on July 11. 1989 (subsequently, the ordinance was passed).
