A RESOLUTION CLOSING, VACATING, ABANDONING
AND DISCONTINUING THE PUBLIC USE OF THAT
PORTION OF SOUTHWEST NORTH RIVER DRIVE
LOCATED EAST OF THE I-95 RIGHT-OF-WAY, WEST
OF THE WEST RIGHT-OF-WAY LINE OF SOUTHWEST
SECOND AVENUE AND SOUTH OF THE SOUTH
RIGHT -OF -WAX LINE OF SOUTHWEST THIRD STREET;
IN ACCORDANCE WITH ALL PLAT AND STREET
COMMITTEE RECOMMENDATIONS CONCERNING THIS
CLOSURE, SAID RECOMMENDATIONS AND
IMPLEMENTATIONS THEREOF BEING ESTABLISHED AS
A CONDITION FOR APPROVAL OF TENTATIVE PLAT
NO. 1306 -A "ALANDCO SECTION 1."
WHEREAS, the Miami Zoning Board, at its meeting of July 10,
1989, Item No. 4, following an advertised hearing, adopted
Resolution ZB 78-89 by a nine to zero vote (9-0) RECOMMENDING
official vacation and closure of a portion of a street as
hereinafter set forth, in accordance with all Plat and Street
Committee recommendations; and
WHEREAS, the Plat and Street Committee of the City of Miami
conditioned its approval upon the following conditions which the
applicant has agreed to comply with: (1) relocation of existing
plant materials in the area, subject to the closure, to other
locations within the City as approved by the City's Heritage
Conservation Officer or Public Works Director; (2) applicant's
construction and installation of improvements which equal or
exceed the value of the improvements recently made by the City
within the area to be encompassed by the street closure; ( 3 ) the
applicant shall be responsible for performing all improvements or,
alternatively, paying the City the entire cost of all improvements
to be made to Southwest Third Street insofar as those improvements
include street widening and expansion to accommodate traffic re-
routed from Southwest North River Drive by virtue of this closure,
and said improvements shall be available prior to physical closure
of Southwest North River Drive; (4) applicant will comply with all
riverwalk requirements specified by the City, including, without
limitation, to the extent allowed by the Florida Department of

Transportation, an extension of the riverwalk under I-95
Expressway along the Miami River to the westerly boundary of the
1-95 right-of-way or, alternatively, if such extension is not
allowed by the Florida Department of Transportation, then an
extension along applicant's northwest property line connecting the
riverwalk to Southwest North River Drive; and (5) applicant will
complete all riverwalk improvements within three years of final
plat approval; and
WHEREAS, the City Commission finds that it is in the best
interest of the general welfare of the City of Miami and its
inhabitants to grant the vacation and closure of the street in
question and deems it advisable to do so;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble of this Resolution are hereby adopted by reference
thereto and incorporated herein as if fully set forth in this
Section.
Section 2. In accordance with all Plat and Street Committee
recommendations, said recommendations and implementations thereof
being established as a condition for approval of Tentative Plat
No. 1306-A "ALANDCO SECTION 1", that portion of Southwest North
River Drive located East of the I-95 right-of-way, West of the
West right-of-way line of SW 2nd Avenue and South of the South
right-of-way line of SW 3rd Street, is hereby closed, vacated,
abandoned and discontinued for public use.

Dear Ms. Fox:
This letter will serve as our Letter of Intent and
request to reactivate the above -referenced street closure
application filed by Alandco, Inc. Specifically, this letter
seeks the, reactivation of an application seeking the closure of
S;�W. North.River Drive between S.W. Third Street and S.W. Second
Avenue.' The specific configuration of the proposed road closure
is. :reflected on the tentative plat entitled "Alandco, Section I",
,copies, of which have been filed with this application. This
tentative plat and proposed road closure are referred to. as
Tentative Plat No.-1306A and have been, reviewed and recommended
for approval by the City of Miami Plat and Street Committee at
.its meeting of ,June.b -, 1989. This recommendation of approval is

cannot be extended further. As a result, this segment of North
River Drive provides access only to the adjoining property owned
by Alandco, Inc. Hence, this segment of North River Drive is not
an integral part of the overall roadway network in downtown Miami
and any vehicles currently utilizing this portion of North River
Drive can easily be accommodated on S.W. Third Street which is an
integral part of the overall roadway network in the downtown area
and provides continuous access eastward to Miami Avenue.
2. As noted, this segment of North River Drive
provides access only to property owned by Alandco and therefore
vacation of this portion of North River Drive will have no
adverse impact on the ability to provide police, fire or
emergency services, or any other public service. This fact is
clearly reflected in the recommendation of the Plat and Street
Committee in favor of the requested roadway vacation.
3. As part of the replatting of this property and the
ultimate redevelopment of the adjoining properties by Alandco,
pedestrian and vehicular access in the area will be enhanced.
Pedestrian access will be enhanced through the creation and
improvement of a riverwalk along the entire river frontage of the
property with additional linkages between the riverwalk-and North
River Drive being provided. None of these facilities currently
exist in the area. Vehicular circulation will be enhanced by the

elimination of an additional intersection and the turning
movements associated with that intersection on S.W. Second Avenue
-
which is one of only three roadways crossing the Miami River in a
north -south direction in the downtown area and by assisting the
ultimate replacement of the Second Avenue Bridge.,
4. Further, the elimination of the North River Drive
intersection with. S.W. Second Avenue will provide additional
flexibility in the design of the new S.W. Second .Avenue Bridge
and the approaches thereto and may even reduce the cost of the
s, new bridge improvements through the elimination of this
intersection improvement and the elimination of the need to bring
bridge down to meet the current elevation of North River
i drive at this location. In addition, through this road closure
and replatting, Alandco will be dedicating the necessary
'r.ight-cif -way along the western side of S.W. Second Avenue. in

The City of Miami Plat and Street Committee, at its meeting of June
6, 1989, approved the above tentative plat subject to the following
revisions being made to the tentative plat, additional information
being provided and/or variances being granted. Please be advised
that the processing of your tentative plat cannot proceed until
-i:hese conditions have been satisfied.
Miami -Dade Water & Sewer Authority Department will
require a 20-foot easement for the existing 42" water
main on the site. Water main improvements will be
required on S.W. 3 Street and S.W. 2 Avenue.
In, addition to the above requirements, you should be aware of
the followings
1 State and local laws require the installation of various
physical improvements in the public rights -of -way when
property is platted. These subdivision improvements
.-include paving, drainage, landscaping, sidewalks, etc. In
some cases this could represent a substantial investment
