'~~)~"~' AN EMERGENCY ORDINANCE ESTABLISHING A NEW SPECIAL REVENUE FUND ENTITLED YOUTH OPPORTUNITY CHALLENGE PLANNING GRANT, APPROPRIATING FUNDS IN THE AMOUNT OF $75,000 FROM THE U.S. DEPARTMENT OF LABOR THROUGH THE SOUTH FLORIDA EMPLOYMENT AND TRAINING CONSORTIUM; AND FURTHER AUTHORIZING THE CITY MANAGER TO ACCEPT THE AFOREMENTIONED GRANT AWARD AND ENTER INTO THE NECESSARY CONTRACT AND/OR AGREEMENT WITH THE U.S. DEPARTMENT OF LABOR THROUGH THE SOUTH FLORIDA EMPLOYMENT AND TRAINING CONSORTIUM; CONTAINING A REPEALER PROVISION AND A SEVERABILITY CLAUSE. WHEREAS, the U.S. Department of Labor desires to increase the opportunities for education and training, employment and eventual self-sufficiency for young people; and WHEREAS, the U.S. Department of Labor has awarded Youth Opportunity Challenge Planning Grants of $75,000 each to ten (10) cities and two (2) states to plan comprehensive programs to address the aforementioned goal; and WHEREAS, the City of Miami was selected as one (1) of the jurisdictions to receive a planning grant. NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section I. The following Special Revenue Fund is hereby established and resources are hereby appropriated as described herein: FUND TITLE: RESOURCES: APPROPRIATION: YOUTH OPPORTUNITY CHALLENGE PLANNING GRANT U.S. DEPARTMENT OF LABOR THROUGH THE SOUTH FLORIDA EMPLOYMENT AND TRAINING CONSORTIUM $75,000 YOUTH OPPORTUNITY CHALLENGE PLANNING GRANT $75,000 Section 2. This appropriation is contingent upon funding by the U.S. Department of Labor and the City Manager's acceptance thereof. N -. :_.,~ . ~. Section 3. The City Manager is hereby authorized to accept the grant as set forth in the preamble to this ordinance and to enter into the necessary contract and/or agreement to accept this grant. Section 4. All ordinances or parts of ordinances insofar as they are in conflict with the provisions of this ordinance are hereby repealed. Section 5. If any section, part of section, paragraph clause, phrase, or word of this ordinance is declared invalid, the remaining provisions of this ordinance sha11 not be affected. Section 6. This ordinance is hereby declared to be an emergency measure on the grounds of urgent public need for the preservation of peace, health, safety, and property of the City of Miami and upon the further grounds of the necessity to make the required and necessary payments to its employees and officers, payment of its debts, necessary and required purchases of goods and supplies, and to generally carry on the functions and duties of municipal affairs. Section 7. The requirement of reading this ordinance on two separate days is hereby dispensed with a vote of not less than four-fifths of the members of the Commission.
