HomeMy WebLinkAboutO-10619s � J-89-732 7/14/89 ORDINANCE NO. 06%19 AN EMERGENCY ORDINANCE ESTABLISHING THREE (3) NEW SPECIAL REVENUE FUNDS ENTITLED: "JTPA TITLE I/OLDER WORKER (FY'90)", "JTPA TITLE IIA NEIGHBORHOODS JOBS PROGRAM (FY'90)" AND "OFFICE OF INTERGOVERNMENTAL LIAISON (FY'90)", APPROPRIATING FUNDS FOR OPERATION OF EACH COMPONENT IN THE RESPECTIVE AMOUNTS OF $10,375, $324,513 AND $55,000 FROM U.S. DEPARTMENT OF LABOR; FURTHER AUTHORIZING THE CITY MANAGER TO ACCEPT THE AFOREMENTIONED GRANT AWARDS AND ENTER INTO THE NECESSARY CONTRACTS AND/OR AGREEMENTS WITH THE SOUTH FLORIDA EMPLOYMENT AND TRAINING CONSORTIUM; CONTAINING A REPEALER PROVISION AND A SEVERABILITY CLAUSE. WHEREAS, the Congress of the United States adopted Public Law 97-300, the Job Training Partnership Act (JTPA) on October 13, 1982 to establish programs to prepare youth and unskilled adults for entry into the labor force and to afford job training to economically disadvantaged persons and other individuals facing serious barriers to employment, who are in special need of such training to obtain productive employment; and WHEREAS, the City operated the Neighborhoods Jobs Programs in FY'89 to meet the mandate of the aforementioned Public Law; and WHEREAS, the South Florida Employment and Training Consortium has allocated the City $10,375 to place older workers under Title I of the JTPA Older Workers Program; and WHEREAS, the South Florida Employment and Training Consortium has allocated the City $324,513 under Title IIA to place persons from the general population, ex -offenders and recipients of aid for dependent children; and WHEREAS, the City of Miami is a member of the South Florida Employment and Training Consortium along with the governments of Hialeah, Miami Beach, Dade County and Monroe County; WHEREAS, the South Florida Employment and Training Consortium has allocated the City $55,000 to continue liaison services with the Consortium;, NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY + 11 i(sAnd`,- 1?1. y OF MIAMI, FLORIDA: Section 1. The following Special Revenue Funds are hereby established and resources are hereby appropriated as described herein: FUND TITLE: JTPA TITLE I/OLDER WORKER (FY'90) RESOURCES: U.S. DEPARTMENT OF LABOR THROUGH THE STATE OF FLORIDA AND THE SOUTH FLORIDA EMPLOYMENT AND TRAINING CONSORTIUM $ 10,375 APPROPRIATION: JTPA TITLE I/OLDER WORKER $ 10,375 (FY'90) FUND TITLE: JTPA TITLE IIA/NEIGHBORHOODS JOBS PROGRAM (FY'90) RESOURCES: U.S. DEPARTMENT OF LABOR THROUGH THE STATE OF FLORIDA AND THE SOUTH FLORIDA EMPLOYMENT AND TRAINING CONSORTIUM $324,513 APPROPRIATION: JTPA TITLE IIA/NEIGHBORHOODS $324,513 JOBS PROGRAM (FY'90) FUND TITLE: OFFICE OF INTERGOVERNMENTAL LIAISON (FY'90) RESOURCES: U.S. DEPARTMENT OF LABOR THROUGH THE STATE OF FLORIDA AND THE SOUTH FLORIDA EMPLOYMENT AND TRAINING CONSORTIUM $ 55,000 APPROPRIATION: OFFICE OF INTERGOVERNMENTAL $ 55,000 LIAISON (FY'90) Section 2. This appropriation is contingent upon funding by the South Florida Employment and Training Consortium and the City Manager's acceptance thereof. Section 3. The City Manager is hereby authorized to accept the grants as set forth in the preamble to this ordinance and to enter into the necessary contract and/or agreement to accept these grants. Section 4. All ordinances or parts of ordinances insofar as they are in conflict with the provisions of this ordinance are hereby repealed. Section 5. If any section, part of section, paragraph clause, phrase, or word of this ordinance is declared invalid, the remaining provisions of this ordinance shall not be affected. r Section G. This ordinance is hereby declared to be an emergency measure on the grounds of urgent public need for the preservation of peace, health, safety , and property of the City of Miami and upon the further grounds of the necessity to make the required and necessary payments to its employees and officers, payment of its debts, necessary and required purchases of goods and supplies, and to generally carry on the functions and duties of municipal affairs. Section 7. The requirement of reading this ordinance on two separate days is hereby dispensed with a vote of not less than four -fifths of the members of the Commission. Odio REFERENCES: City Commission Agenda City Manager July 27, 1989 ENCLOSURES: One ( 1 ) Ordinance RECOMMENDATION It is respectfully recommended that the City Commission adopt the attached emergency ordinance which establishes three (3) new special revenue funds entitled: "JTPA Title I/Older Worker (FY'90)", "JTPA Title IIA Neighborhoods Jobs Program (FY'90)" and "Office of Intergovernmental Liaison (FY'90)", in the respective amounts of $10,375, $324,513 and $55,000 from the U.S. Department of Labor through the South Florida Employment and Training Consortium (SFETC). The ordinance further authorizes the City Manager to accept the aforementioned grant awards and enter into the necessary contracts and/or agreements with the SFETC. BACKGROUND The Department of Community Development has been awarded a total of $389,888 from the U.S. Department of Labor provided through the SFETC for the operation of the Neighborhoods Jobs Program.. The Neighborhoods Jobs Program provides an employment placement and job development program designed to provide economically disadvantaged individuals with meaningful employment opportunities. The total allocation of $389,888 is comprised of three (3) separate components. Under Title I of the Job Training Partnership Act (JTPA), the City has been awarded $10,375 to operate the component focussing on the placement of older workers. The Title IIA allocation of $324,513 provides services to the general population, ex -offenders and recipients of Aid to Families with Dependent Children. Thirdly, the City of Miami is an active member of the SFETC along with the governments of Metropolitan Dade County, Monroe County, Hialeah and Miami Beach. The SFETC has awarded the City $55,000 to continue liaison services with the Consortium. IL()G1.1,0 /0 / Honorable Mayor and - 2 - Members of the City Commission The proposed emergency ordinance establishes the three (3) aforementioned Special Revenue Funds to appropriate the $$389,888 allocation from the U.S. Department of Labor. It further authorizes the City Manager to accept the aforementioned grant awards and enter into the necessary contracts and/or agreements with the SFETC. The legislation is presented as an emergency ordinance to continue job placement services to City residents without interruption at the beginning of the new contract term.
