AN EMERGENCY ORDINANCE AMENDING SECTION 1
OF ORDINANCE 10567, ADOPTED APRIL 13,
1989, BY INCREASING THE APPROPRIATION TO
THE SPECIAL REVENUE FUND ENTITLED
"DHRS/ENTRANT ASSISTANCE, FY189" BY
$33,150, THEREBY INCREASING THE
APPROPRIATION FOR SAID SPECIAL REVENUE
FUND TO $64,350.

WHEREAS, the City Commission adopted Ordinance No. 10567 at
the April 13, 1989 City Commission meeting, which appropriated
$895,432 to a Special Revenue Fund entitled "Summer Youth
Employment and Training Program, FY'89/JTPA II-B" and $31,200 to
a Special Revenue Fund entitled "DHRS/Entrant Assistance, FY'89";
and
WHEREAS, the South Florida Employment and Training
Consortium has increased the allocation to the DHRS Entrant
Assistance Program by $33,150, from $31,200 to $64,350;
NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. Section 1 of Ordinance No. 10567, adopted April
13, 1989, is hereby amended in the following particulars:l/
"Section 1. The following Special Revenue
Funds are hereby established and resources are
hereby appropriated as described herein:

RESOURCES: THE SOUTH FLORIDA EMPLOYMENT AND
TRAINING CONSORTIUM

Section 2. This ordinance is hereby declared to be an
emergency measure on the grounds of urgent public need for the
preservation of peace, health, safety , and property of the City
of Miami and upon the further grounds of the necessity to make
the required and necessary payments to its employees and
officers, payment of its debts, necessary and required purchases
of goods and supplies, and to generally carry on the functions
and duties of municipal affairs.
Section 2. The requirement of reading this ordinance on two
separate days is hereby dispensed with a vote of not less than
four -fifths of the members of the Commission.

RECOMMENDATION:
It is respectfully recommended that the City Commission adopt the
attached emergency ordinance which amends Ordinance 10567 by
increasing the appropriation to the Special Revenue Fund entitled
"DHRS/Entrant Assistance, FY'8911, by $33,150, .thereby increasing
the appropriation for said Special Revenue Fund to $64,350.
BACKGROUND:
The Department of Community Development has been notified by the
South Florida Employment and Training Consortium (SFETC) that the
City of Miami has been awarded an additional $33,150 to its DHRS
Entrant Assistance Grant.
The City had originally been awarded $31,200 to place
economically disadvantaged entrants and refugees in jobs with
local employers who agree to provide on-the-job training (OJT)
for a period of two (2) to six (6) weeks.
This additional award required approval by the State of Florida
and said approval was not received until July 5, 1989.
The proposed emergency ordinance amends Ordinance 10567 by
increasing the aforementioned Special Revenue Fund by $33,150,
thereby increasing the appropriation for said Special Revenue
Fund to $64,350. The legislation is presented as an emergency
ordinance to maintain these services to City residents without
interruption.
