HomeMy WebLinkAboutR-89-0754J-89-802 8/11/89 RESOLUTION NO. 89`"7I J4 A RESOLUTION AUTHORIZING THE CITY OF MIAMI DEPARTMENT OF PARKS, RECREATION AND PUBLIC FACILITIES TO PARTICIPATE IN FLORIDA POWER AND LIGHT COMPANY'S OUTDOOR LIGHTING PROGRAM, CONSISTING OF THE INSTALLATION AND MAINTENANCE OF LIGHTING FIXTURES AND UTILITY COSTS THEREFOR IN APPROXIMATELY 30 CITY PARKS FOR A MINIMUM THREE (3) YEAR PERIOD FROM THE TIME OF INSTALLATION, RENEWABLE ANNUALLY THEREAFTER; AUTHORIZING THE CITY MANAGER TO EXECUTE THE NECESSARY DOCUMENTS, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, WITH FLORIDA POWER AND LIGHT COMPANY TO IMPLEMENT SAID PROGRAM, ALLOCATING FUNDS THEREFOR IN A TOTAL ESTIMATED AMOUNT NOT TO EXCEED $51,000 PER YEAR FROM THE ANNUAL OPERATING BUDGET OF THE DEPARTMENT OF PARKS, RECREATION AND PUBLIC FACILITIES, SUBJECT TO RATE CHANGES AS MAY BE APPROVED BY THE FLORIDA PUBLIC SERVICE COMMISSION, AND SUBJECT TO THE AVAILABILITY OF FUNDS FOR SUBSEQUENT FISCAL YEARS. WHEREAS, various City of Miami park properties require lighting improvements to protect the health and safety of citizens and park users and to safeguard public property; and WHEREAS, Florida Power and Light Company (FPL) is offering an outdoor lighting program to consumers in the local area; and WHEREAS, under said program, FPL will install new light fixtures, will provide on -going regular maintenance of said fixtures and electric utility service for one set monthly fee; and WHEREAS, said program has a minimum three (3) year term from the time of installation and is renewable annually thereafter; and WHEREAS, the set monthly fee is subject to fuel charge and electric rate changes as may be approved by the Florida Public Service Commission; and WHEREAS, FPL and staff of the Departments of Public Works and Parks, Recreation and Public Facilities have identified approximately 30 parks which would benefit from said program; and CITY COM,MISS11 MEETWG OF AUG 11p1969 ESOLUTION No..7 WHEMAS, it has been determined that the best method of implementation would be to break such installations into three (3) phases; and WHEREAS, the first phase, affecting approximately ten (10) parks, can be initiated within the next thirty (30) days, at a total estimated one year cost of $17,000; and WHEREAS, it is anticipated that the annual cost for each subsequent phase will be approximately $17,000; and WHEREAS, funds for the first phase of said program are available under the general fund operating budget of the Department of Parks, Recreation and Public Facilities; and WHEREAS, funds for subsequent phases and years of the program will be requested as park of the annual fiscal appropriations ordinance; and WHEREAS, FPL has prepared the necessary documents for the implementation of said program, which will be submitted to the City Attorney for approval as to form and correctness; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals contained in the preamble to this Resolution are hereby incorporated by reference thereto and adopted as if fully set forth in this section. Section 2. The City of Miami Department of Parks, Recreation and Public Facilities is hereby authorized to participate in Florida Power and Light Company's Outdoor Lighting Program, consisting of the installation and maintenance of lighting fixtures and utility costs therefor in approximately 30 city parks for a minimum three (3) year period, renewable annually thereafter. Section 3. The City Manager is hereby authorized to execute the necessary documents, in a form acceptable to the City Attorney, with FPL to implement said program, with funds therefor hereby allocated in a total estimated amount not to exceed $51,000 per year from the annual operating budget of the Department of Parks, Recreation and Public Facilities, subject to - 2 - 897-754,
