AN ORDINANCE AMENDING SECTIONS 11 4 AND 5 OF ORDINANCE NO. 10484, THE ANNUAL APPROPRIATIONS ORDINANCE FOR FISCAL YEAR ENDING SEPTEMBER 30, 1989, AS AMENDED, FOR THE PURPOSE OF IMPLEMENTING BUDGETARY ADJUSTMENTS TO COMPLY WITH GENERALLY ACCEPTED ACCOUNTING PRINCIPLES AS OUTLINED BY THE CITY'S EXTERNAL AUDITORS; CONTAINING A REPEALER PROVISION AND A SEVERABILITY CLAUSE. WHEREAS, the City Commission adopted Ordinance No. 10484 the annual appropriations ordinance on September 27, 1988, establishing revenues and appropriations for the City of Miami, Florida for the Fiscal Year ending September 30, 1989; and WHEREAS, the adjustments to said FY'89 appropriations ordinance are set forth below together with the explanation for said adjustments; and WHEREAS, a sum of $4,500,000 is available to the General Fund from fund balance $1,350,000, delinquent taxes, $1,758,000 interest on General Obligation Bonds $150,000, contribution from the Sports Authority, $300,000 Certificate of Use, $375,000, Metropolitan Dade County Fire Contract, $343,000, unclaimed monies, $119,000 and towing increases, $105,000; and WHEREAS, the Police Department requires an additional appropriation of $3,200,000 to cover costs associated with, overtime payments and related expenditures as a result of the January civil disturbance and increased hiring; and WHEREAS, the Fire, Rescue and Inspection Services Department requires an additional appropriation of $1,300,000 to cover costs associated with union negotiated increases, overtime payments and related expenditures, as a result of the January civil disturbances; and WHEREAS, the Government Center Garage Parking Facility will require an additional appropriation of $196,173 to fund increased costs of the Off Street Parking Authority said costs will be funded from additional parking revenues; and IL0635 d WHEREAS, the City has received additional revenue in the Self Insurance Trust Fund in the amount of $2,751,000 as a result of absorbing the Fire Union into said fund; and WHEREAS, these revenues are needed to fund additional costs associated with same; NOW, THEREFORE , BE IT ORDAINED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. Sections 1, 4 and 5 of ordinance No. 10484 adopted September 27, 1988, the annual appropriations ordinance for Fiscal Year ending September 30, 1989, are hereby amended in the following particulars: .1/ "Section 1. The herein increase in appropriations for General Fund in the amount of $4,500,000 consists of $3,200,000 increase in appropriations for the Police Department and $1,300,000 increase in appropriations for the Fire Rescue and Inspection Services Department. Section 3. The herein increase in appropriations for the Self Insurance Trust Fund in the amount of $2,751,000 results from increased revenues and expenditures associated with absorbing the Fire Union into the Self Insurance Trust Fund. Section 6. All ordinances or parts of ordinances insofar as they are inconsistent or in conflict with the provision of this Ordinance are hereby repealed. Section 7. If any section, part of section, paragraph, clause, phrase, or word of this Ordinance is declared invalid, the remaining provision of this Ordinance shall not be affected. Section 8. Odi City Manager Recommendation: m DATE: J U L V 193'- FILE: SUBJECT: Proposed Amendment to the FY189 Annual Appropriation Ordinance REFERENCES: ENCLOSURES: It is respectfully recommended that the City Commission adopt the attached emergency ordinance making budgetary adjustments to comply with generally accepted accounting principles as outlined by the City's external auditors. Background: The Departments of Budget and Finance have identified certain changes that should be made to Ordinance No. 10484, as amended, the FY'89 annual appropriations ordinance. The reasons for the recommended changes are stated below. A $3,200,000 increase in appropriations to the Police Department is needed to cover costs associated with overtime payments and related expenditures, resulting from the January civil disturbance and increased hiring. A $1,300,000 increase in appropriations to the Fire, Rescue and Inspection Services Department is needed to cover costs associated with union negotiated increases, overtime payments and related expenditures, resulting from the January civil disturbance. Revenues to support the increases to the Police Department and Fire, Rescue and Inspection Services Department consists of $1,350,000 from fund balance, $1,758,000 from delinquent taxes, $150,000 from interest on General Obligation Bonds, $300,000 from a contribution from the Sports Authority, $375,000 from Certificate of Use revenue, $343,000 from the Metropolitan Dade County Fire Contract, $119,000 from unclaimed monies, and $105,000 from increased towing charges. The appropriation for the Government Center Garage Parking Facility is being increased by $196,173 to reflect a $196,173 increase in parking revenue which will fund additional parking expenditures. A $2,751,000 increase in appropriation to the Self Insurance Trust Fund is needed to cover costs associated with absorbing the Fire Union into the Self Insurance Trust Fund. Revenue in a like amount is available from employees/City contribution.
