ORDINANCE NO. IOG3
AN ORDINANCE AMENDING SECTION 1 OF ORDINANCE
NO. 10521, AS AMENDED, ADOPTED
NOVEMBER 17, 1988, THE CAPITAL IMPROVEMENTS
APPROPRIATIONS ORDINANCE, BY ESTABLISHING A
NEW CAPITAL IMPROVEMENT PROJECT ENTITLED:
"POLICE DEPARTMENT 911 EMERGENCY BACKUP SITE"
AND APPROPRIATING FUNDS IN THE AMOUNT OF
$346,000 FROM THE EMERGENCY 911 SYSTEM
SERVICE FEES AND $52,800 FROM THE 1984 POLICE
GENERAL OBLIGATION BONDS, FOR THE PURPOSE OF
PROVIDING UNINTERRUPTED EMERGENCY SERVICES TO
THE COMMUNITY IN THE EVENT OF EVACUATION FROM
ITS CURRENT LOCATION.
WHEREAS, the Miami Police Department has established a need
for an Emergency 911 Backup Site to provide the community with
uninterrupted service in the event the Department is required to
evacuate the building which contains the 911 center; and
WHEREAS, these funds must be utilized with the current fiscal
year and the project completed as mandated by the State of
Florida; and
WHEREAS, funding for the "Police Department Emergency 911
Backup Site" project is available from the 1984 Police General
Obligation Bonds and the Emergency 911 System Service Fees;
NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. Section 1 of Ordinance No. 10521, as
amended, adopted November 17, 1988 is hereby amended in the
following particulars: 1/
1/ Words and or figures stricken through shall be deleted.
Underscored words and/or figures shall be added. The
remaining provisions are now in effect and remain unchanged.
Asterisks indicate omitted and unchanged material.

"Section 1 The herein appropriations are
hereby made for implementation of all municipal capital
improvements of the City of Miami, including new
capital improvement projects scheduled to begin during
Fiscal Year 1988-89. The herein appropriations which
are hereby designated by reference to descriptive
project title number also include appropriations for
previously approved scheduled projects as well as
reappropriations of prior fund appropriations. The
source of revenues to support the herein appropriations
is hereby identified by fund and project with the
project appropriations and revenues therefor being set
forth for seven (I-VII) program areas based upon use or
functional category within said areas, as follows:

Section 2. All ordinances or parts of ordinances insofar
as they are inconsistent or in conflict with the provisions of
this Ordinance are hereby repealed.
Section 3. If any section, part of section, paragraph,
clause, phrase or word of this Ordinance is declared invalid, the
remaining provisions of this Ordinance shall not be affected.
Section 4. This Ordinance shall become effective 30 days
after final reading and adoption hereof.

ENCLOSURES:
It is respectfully recommended that the City Commission adopt the
attached emergency ordinance establishing a new Capital
Improvement Project entitled: "Police Department 911 Emergency
Backup Site" and appropriating funds in the amount of $346,000
from the Emergency 911 System Service Fee and $52,800 from' the
1984 Police General Obligation Bonds.
The Miami Police Department is requesting this ordinance be
adopted to preserve uninterrupted emergency 911 service to the
community in the event the Department is required to evacuate
this building. The Emergency 911 Backup Site will be the North
Substation located at 1000 N.W. 62 Street.
It is therefore recommended that the emergency ordinance
establishing a new Capital Improvement Project entitled: "Police
Department 911 Emergency Backup Site", appropriating funds in the
amount of $398,800, from the 1984 Capital Improvement Program and
the Emergency 911 System Service Fees, be approved.

the following information is requested:
A written letter stating the City of Miami North Substation
located at 1000 N. W. 62 Street has been approved by the
State to house the 911 Backup equipment as per verbal
approval between Mr. Ed Tealander and Sgt. Wayne English of
the Miami Police Department. The cost of the 911 equipment
will be the only allowable expense from the Emergency 911
System Service Fee. The cost of the modifications to the
building will not be allowed and is understood between both
the State and the City of Miami Police Department.
As soon as your office has prepared the response letter,

agreed to that the cost of the 9-1-1 equipment will be the only allowable
