_ Dear Mayor Suarez,
ISince 1986 homeowners in the Brickell Hammock area (S.W. 23 - 27
Roads from 1st - 5th Ave.) have expressed concerns, partially described
in the enclosed correspondence, about the future of the median park (parkway)
system and street configuration in this section of our neighborhood. The
need to protect this area's history has been recently reinforced by the
efforts of our neighbors, coordinated by our association's "adopt -a -tree"
landscape project,which placed over fifty trees in the public.right-of-
way of this area. We hope to find a way to insure the future of these
neighborhood landmarks.
I would like to request an opportunity to discuss this matter with
the City Commission. Our goal is to establish a legal mechanism which
.would mandate a maximum degree of citizen notification and input prior
to any changes in the form, design, and/or scale of this street and median h
park system. I would appreciate it if you would place this item on the
agenda of the earliest available commission meeting, if possible after
6%00.P.M. so we may involve as many interested residents as possible. _

In 1921 Mary Brickell developed a section of her land adjacent to
the Florida East Coast Railroad property her family had donated to Henry
Flagler. In December 19219 under Ms. Brickell's direction, a plat of
the area was prepared of this area clearly describing a system of median
"parks" (later refered to as parkways) in the center of each residential
street.
The plat_for_.Brickell.Hammock.was accepted by the City of Miami on January
10, 1922, three days prior to Mrs. Brickell's untimely demise. In her
will Mrs. Brickell again stated her intentions for the Brickell Hammock
area, including the median park system.
The area was opened for residential development on February 1, 1923.
A public auction was held in a large tent on S.W. 25 Road & 2 Ave. The
auction was advertised by daily full -page newspaper ads promoting the
areas unique character and design.
Since 1923 the City and neighborhood residents have landscaped these
median parks and the side swale areas with a specifically designed landscape
configuration with some parks containing a single species of tree and
others containing mixed species.
This landscape configuration gives aesthetic, historical, and environmental
benefits to the City of Miami and it is essential in defining the unique
quality, form and scale of "The Roads" neighborhood.
In 1976 over 75% of the residents of Brickell Hammock signed a petition
calling for the preservation and maintenance of the median park system
in its original design and scale.
In 1987 the Miami -Roads Neighborhood Civic Association requested
that the Planning Department study the median parkway system for designation
as scenic transportation corridors under Chapter 17 of the City of Miami
Code. The Department of Public Works was also asked to postpone tree trimming
until the study was completed.
In 1988 the preservation, restoration and maintenance of the Brickell
Hammock parkway system was endorsed by the board of directors of the Dade
Heritage Trust.
In 1989 the Miami -Roads Neighbrohood Civic Association initiated
a landscape project which planted over fifty trees in the public right-
of-way in,Briakell Hammock.

S.W. 15 Road, are scenic transportation corridors
In the City of Miami, and are of significant envi-
ronmental importance and should be preserved, and
WHEREAS, the Brickell Hammock Parkway System and
S.W. 15 Road, are city landmarks which contribute
considerably to the distinctive quality of local
neighborhoods, and which should be protected,
NOW, THEREFORE, be it resolved that the Board of
Trustees of the Dade Heritage Trust unanimously
endorses the , restoration, maintenance and
preservation of the Parkway System in its original
form and scale, and wholeheartedly endorses the
efforts of the Miami -Roads Neighborhood Civic
Association, and its efforts in the preservation of
such natural historic landmarks.

Dear Miss Eaton,
Thank you very much for your most informative presentation at the August 27th
meeting of the Miami -Roads Neighborhood Civic Association's Preservation and
Beautification Committee.
The Miami -Roads Neighborhood Civic Association would like to request that the
City of Miami consider the designation of the Brickell Hammock parkway system
and S.W. 15th Road as scenic transportdtion corridors as described in Chapter
17 of the Miami Code. This system would include the median parks and side landscaped
easements as boundaries. We feel that these features, as originally designed
in 1921, are of substantial environmental importance to the City, and that they
-ontribute to the distinctive identity of our neighborhood.
Association members have expressed a willingness to activly participate in the
preservation, maintenance, and improvement of our parkway system. Please feel
free to.,contact us at any point we might be able to provide assistance.

Dear Mr. Cather,
At our meeting on October 13th many members
of the Miami -Roads Neighborhood
Civic Association expressed dissatisfaction
with highway conditions in the
Roads neighborhood. These cat laints_ center
around two areas with separate
and distinct concerns :
1. In the Holloman Park area (S.W. 15-22
Road from 1-5 Ave.) there are
no curbs, gutters, storm sewers, etc
as described in the enclosed letters.
Residents clearly seem to prefer a redesign project which would provide
.these features.
2 In the Brickell Haim=k area there is a need for routine maintenance
(primarily of the landscaping and curbs) but residents fear any change
inthedesign of this area. As a result of these sentiments, overwhelmingly
expressed following the proposed Roads Area highway Inprovement Project
in 1985 the Miami -Roads Neighborhood Civic Association has asked the
Planning Department to study the median parkways for designation as
iscenic_transportation corridors under Chapter 17 of the City Code.
;_This designation is sought to allow routine maintenance of these streets —
,, in.,t_heir original design. We have requestei that no work be done on
these streets until the Planning Department study is completed.
We are'forming a committee to work with the city on these concerns. We would
like to meet with you as soon as possible so that we can establish realistic
expectations for future actions and to determine how we can best work with
the.city;to.meet the needs of our neighborhood. Please feel free to contact
