It is respectfully recommended that the City Commission adopt the
attached resolution designating as a Category "B" Project, the
planning and design of a one hundred fifty (150) unit residential
sales housing development within the affordability range of low and
moderate income families on the eight and one half (8.5) acre City -
owned Melrose Nursery Site located in the Allapattah neighborhood.
The attached resolution further authorizes the City Manager to
advertise for the acquisition of professional planning and design
services; appointing a Certification Committee of not less than
three appropriately licensed professionals from the City's staff;
authorizing the City Manager to appoint a fourth Certification
Committee member from the private sector subsequent to receipt of
the proposals and appointing Herbert J. Bailey, Assistant City
Manager, as chairman of the Competitive Selection Committee, all in
=_ accordance with Florida Statutes Chapter 287.055 adopted February
10, 1983, which Ordinance establishes procedures for contracting
for such professional services and also established negotiation
requirements with regard to the furnishing of such services.
Further, rescinding prior City Commission legislative actions which
granted development rights to Melrose Townhome Development, Inc.
and the Allapattah Business Development Authority for the
development of affordable housing on the City -owned Melrose Nursery
Site.
BACKGROUND:
The Housing Conservation and Development Agency recommends
ratification of the attached resolution designating as a Category
"B" Project the planning and design of a one hundred -fifty (150)
unit residential sales housing development, within the
affordability range of low and moderate income families, on the
eight and one half (8.5) acre City -owned Melrose Nursery Site.

The attached resolution further authorizes the City Manager to
advertise for the required professional planning and design
services, appointing a Certification Committee of not less than
three appropriately licensed professionals from the City's staff;
authorizing the City Manager to appoint a fourth Certification
Committee member from the private sector, subsequent to the receipt
of proposals, and appointing Herbert J. Bailey, Assistant City
Manager, Housing Conservation and Development Agency as Chairman of
the Competitive Selection Committee.
1 On January 22, 1987, the City Commission, through Resolution No.
_? 87-82, designated Melrose Townhome Development, Inc., a not -for-
f profit housing corporation, as sponsor for the development of a 153

unit townhome development on the Melrose Nursery Site.
At the January 12, 1989 City Commission meeting, the City
Commission, through Motion No. 89-22, agreed to provide Melrose

Townhome Development, Inc., an additional ninety (90) days to
1j! demonstrate their ability to perform and commence construction of
the project. The City Commission further instructed the City
jAdministration to seek an alternative project sponsor during the
ninety (90) day period in the event Melrose Townhome Development,
j Inc. was unable to develop the site.
Subsequently, at the February 9, 1989 City Commission meeting,
` representatives of the Allapattah Business Development Authority
requested City Commission authorization to work with the City in
preparing an alternative housing proposal for the development of
affordable housing on the site. In the interim, the aforementioned
project sponsor has also been unsuccessful in securing firm
commitments for project financing in order to commence construction
of an affordable housing project on the Melrose Nursery Site.
As a result, at the July 13, 1989 City Commission meeting, the City
Commission, through Motion No. 89-637 directed the City
Administration to proceed in developing affordable housing on the
Melrose Nursery Site whereby the City would serve as developer.
Construction financing for this project would be made available, in
part, from the City's $3.9 million 1986 Special Obligation Housing
Bond Funded Construction Fund. Approximately $1,500,000 in City
funded second mortgage home purchase financing, previously
authorized and allocated by the City Commission from the 1976
General Obligation Housing Bond Interest Income, is also available
to provide "soft" second mortgage financing to the prospective home
buyers.

In view of the critical need for housing within the affordability
range of low and moderate income families, it is recommended that
the City Commission ratify the attached resolution designating as a
Category "8" project the planning and design of a one hundred fifty
(150) unit residential sales housing development within the
affordability range of low and moderate income families on the 8.5
acre Melrose Nursery Site. The first step in achieving the
development of such housing on the site involves site planning and
project architectural design consistent With the above stated
development objectives.
The attached resolution initiates the professional planning and
design Consultant Selection process as established by Florida
Statutes Chapter 287.055 and City of Miami ordinance No. 9572,
adopted February 10, 1983.
