RECOMMENDATION s
it in respectfully recommended that the City Commission adopt the
attached emergency ordinance which amends Chapter 39 of the City
Code by creating a "Public Facility Limited Vending District"
around the orange Bowl and Miami Bobby Madura, Baseball Stadiums, 4;
and closing said areas to vending on event days. As indicated ��—
the attached letter, the Miami Arena is also to be included In
the proposed legislation.
BACKGROUND:

The Department of Parks, Recreation and Public Facilities
prepared the attached legislation with the assistance of the Law
Department, and with input from Police, Fire, Planning, Treasury
Management (Finance) and Code Enforcement (Public Works).
Over the last several years, the pedestrian and vehicular traffic
circulation around the Orange Bowl and Baseball Stadiums has
become increasingly more difficult on event. days. While
sidewalks and accessways are sufficient to handle normal, daily
pedestrian traffic and vendors, the situation becomes untenable
for events. During large-scale public activities, these
facilities regularly draw 10,000 persons or more, and often as
high as 70,000 persons. At the same time, there is the sudden
influx of 100 plus vendors to the same urea.
The result is severe congestion into and around the stadiums.
With pushcarts and vendor stands on the narrow sidewalks, the
heavy pedestrian traffic is forced into the adjacent streets,
further restricting the already overloaded vehicular access.
Even when stands are located on the swales next to walkways, the
lines of customers present an obstruction. Stands are often
dropped off on site without means of removal once circulation
problems arise, particularly at vehicle entranced to the parking;
