HomeMy WebLinkAboutR-89-08040 0$-14-80 .1-89-771 RROOLUT10H NO, 8 4, A RESOLUTION DECLARING THAT THE MOST ADVANTAGEOUS METHOD TO DEVELOP CERTAIN IMPROVEMENTS ON CITY -OWNED LAND IS BY A UNIFIED DEVELOPMENT PROJECT (UDP), AUTHORIZING THE CITY MANAGER TO PREPARE A DRAFT REQUEST FOR PROPOSALS (RFP) FOR A UDP, AND CONFIRMING THE SETTING OF A PUBLIC HEARING FOR OCTOBER 12TH, 1989 AT 11:00 AM TO TAKE TESTIMONY REGARDING SAID RFP FOR THE DEVELOPMENT OF RESTAURANT AND MARINE SERVICE USES ON CITY -OWNED PROPERTY LOCATED ADJACENT TO 3601 RICKENBACKER CAUSEWAY MORE COMMONLY KNOWN AS "MIAMI MARINE STADIUM"; AND AT THE CONCLUSION OF THE PUBLIC HEARING AUTHORIZE THE ISSUANCE OF A RFP, SELECT A CERTIFIED PUBLIC ACCOUNTING FIRM AND APPOINT MEMBERS OF A REVIEW COMMITTEE TO EVALUATE PROPOSALS AND REPORT FINDINGS TO THE CITY MANAGER AS REQUIRED BY THE CITY CHARTER AND CODE. WHEREAS, the City of Miami Charter Section 29-A(c) allows for "Unified Development Projects" where an interest in real property is owned or is to be acquired by the City and is to be used for development of improvements; and WHEREAS, the City Commission' determines that for the development of restaurant and marine service uses on the City - owned, property located adjacent to 3601 Rickenbacker Causeway, more commonly known as "Miami Marine Stadium", it is most advantageous for the City to procure from a private person one or more of the following integrated packages: Planning and design, construction and leasing; or - Planning and design, leasing and management; or - Planning and design, construction and management; or - Planning and design, construction, leasing and management; and WHEREAS, Charter Section 29-A(c) requires that the City Commission hold a Public Hearing to consider the contents of the Request for Proposals; and CITY COMMISSION MEETING OF SEP 14 1989 t WHEREAS, Charter section 29-Atcj further requires that, at the conclusion of the Public Hearing the City Commission# if disposed to proceed, authorize the issuance of a RFP, select a .certified public accounting firm and appoint the members of a review committee from persons recommended by the City Manager,, NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE: CITY OF MIAMI, FLORIDA: Section 1. It is most advantageous for the development of restaurant and marine service uses on the City -owned property located adjacent to 3601 Rickenbacker Causeway most commonly known as "Miami Marine Stadium", that the City procure from a private person the following integrated package: - Planning and design, construction, leasing and management. Section 2. The City Manager is hereby authorized to prepare a Draft Request for Proposals for a Unified Development Project for the development of the improvements as set forth in Section 1 herein above. Section 3. A Public Hearing for October 12, 1989, at 11:00 A.M. to consider said RFP for a UDP for the development of restaurant and marine service uses on the City -owned land adjacent to the "Miami Marine Stadium" as specified herein above is hereby confirmed. Section 4. As required by the City Charter and City Code, the City Commission shall, at the conclusion of the Public Hearing, if disposed to proceed, authorize the issuance of a RFP, select a certified public accounting firm and appoint members of a review committee to evaluate proposals and render a written report to the City Manager. Section 5. This Resolution shall become effective immediately upon its adoption. Odio City Manager DATE : SEP - i 19wo FILE: SUBJECT: Resolution Declaring UDP on Lands Adjacent to Marine Stadium REFERENCES: For Commission Meeting ENCLOSURES : of September 14, 1989 RECOMMENDATION: i It is respectfully recommended that the City Commission the to attached Resolution declaring City -owned propertyadjacent Unified Miami Marine Stadium (see attached site map) Development Project (UDP) anuestufore Proposals for a r authorizing the City and Manager to prepare a draft Request confirming the setting of a public bearing for October 12th, 1989 at 11:00 A.M. to take testimony regarding said UDP. t BACKGROUND: The Department of Development recommends the development of acent restaurant and marine service uses on property a pro ect,to Miami Marine Stadium be declared a Unified Development j The Commission adopted by Resolution 87-760 on July 23, 1987, the Virginia Key Master Plan, which establishes general public policy for the use and development of public lands on the island. The Master Plan recommends utilization of an unimproved and underutilized site between the Marine Stadium and the public boat ramp to the northwest as a waterfront restaurant with docking facilities to permit direct small boat access. A public baywalk would link the facility withhasth received substantialte private Department of Development interest in this development.
