A RESOLUTION DECLARING THAT THE MOST
ADVANTAGEOUS METHOD TO DEVELOP CERTAIN
IMPROVEMENTS ON CITY -OWNED LAND IS BY A
UNIFIED DEVELOPMENT PROJECT (UDP),
AUTHORIZING THE CITY MANAGER TO PREPARE
A DRAFT REQUEST FOR PROPOSALS (RFP) FOR
A UDP, AND CONFIRMING THE SETTING OF A
PUBLIC HEARING FOR OCTOBER 12TH, 1989 AT
11:00 AM TO TAKE TESTIMONY REGARDING
SAID RFP FOR THE DEVELOPMENT OF
RESTAURANT AND MARINE SERVICE USES ON
CITY -OWNED PROPERTY LOCATED ADJACENT TO
3601 RICKENBACKER CAUSEWAY MORE COMMONLY
KNOWN AS "MIAMI MARINE STADIUM"; AND AT
THE CONCLUSION OF THE PUBLIC HEARING
AUTHORIZE THE ISSUANCE OF A RFP, SELECT
A CERTIFIED PUBLIC ACCOUNTING FIRM AND
APPOINT MEMBERS OF A REVIEW COMMITTEE TO
EVALUATE PROPOSALS AND REPORT FINDINGS
TO THE CITY MANAGER AS REQUIRED BY THE
CITY CHARTER AND CODE.
WHEREAS, the City of Miami Charter Section 29-A(c) allows
for "Unified Development Projects" where an interest in real
property is owned or is to be acquired by the City and is to be
used for development of improvements; and
WHEREAS, the City Commission' determines that for the
development of restaurant and marine service uses on the City -
owned, property located adjacent to 3601 Rickenbacker Causeway,
more commonly known as "Miami Marine Stadium", it is most
advantageous for the City to procure from a private person one or
more of the following integrated packages:
Planning and design, construction and leasing; or
- Planning and design, leasing and management; or
- Planning and design, construction and management; or
- Planning and design, construction, leasing and
management; and
WHEREAS, Charter Section 29-A(c) requires that the City
Commission hold a Public Hearing to consider the contents of the
Request for Proposals; and

WHEREAS, Charter section 29-Atcj further requires that, at
the conclusion of the Public Hearing the City Commission# if
disposed to proceed, authorize the issuance of a RFP, select a
.certified public accounting firm and appoint the members of a
review committee from persons recommended by the City Manager,,
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE:
CITY OF MIAMI, FLORIDA:
Section 1. It is most advantageous for the development of
restaurant and marine service uses on the City -owned property
located adjacent to 3601 Rickenbacker Causeway most commonly
known as "Miami Marine Stadium", that the City procure from a
private person the following integrated package:
- Planning and design, construction, leasing and
management.
Section 2. The City Manager is hereby authorized to
prepare a Draft Request for Proposals for a Unified Development
Project for the development of the improvements as set forth in
Section 1 herein above.
Section 3. A Public Hearing for October 12, 1989, at
11:00 A.M. to consider said RFP for a UDP for the development of
restaurant and marine service uses on the City -owned land
adjacent to the "Miami Marine Stadium" as specified herein above
is hereby confirmed.
Section 4. As required by the City Charter and City Code,
the City Commission shall, at the conclusion of the Public
Hearing, if disposed to proceed, authorize the issuance of a RFP,
select a certified public accounting firm and appoint members of
a review committee to evaluate proposals and render a written
report to the City Manager.
Section 5. This Resolution shall become effective
immediately upon its adoption.

BACKGROUND:
The Department of Development recommends the development of
acent
restaurant and marine service uses on property a pro ect,to Miami
Marine Stadium be declared a Unified Development j
The Commission adopted by Resolution 87-760 on July 23, 1987, the
Virginia Key Master Plan, which establishes general public policy
for the use and development of public lands on the island. The
Master Plan recommends utilization of an unimproved and
underutilized site between the Marine Stadium and the public boat
ramp to the northwest as a waterfront restaurant with docking
facilities to permit direct small boat access. A public baywalk
would link the facility withhasth received substantialte private

In acco
rdance with the adopted Master Plan, and to further the''
enhancement bf public recreational use and access to the Virginia
Key waterfront, it is proposed the above described project be
implemented as a Unified Development Project under City Charter
Section 29-A(c).
