RESOLUTION NO. 89794�
A RESOLUTION EXPRESSING THE INTENT AND POLICY
OF THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA, TO EMPHASIZE SAFETY AND OPTIMIZE THE
TOTAL COST ASSOCIATED WITH THE CITY'S
ACQUISITION, OPERATION, AND DISPOSAL OF ITS
FLEET OF MOTOR VEHICLES AND EQUIPMENT BY
CLEARLY DEFINING AND ENFORCING COST-EFFECTIVE
FLEET REPLACEMENT STANDARDS THAT WILL
PRESERVE THE PUBLIC IMAGE OF THE CITY'S FLEET
AND PROVIDE CITY EMPLOYEES WITH VEHICLES AND
EQUIPMENT FOR THEIR OPERATION IN SAFETY FOR
THE PROTECTION OF THOSE EMPLOYEES AND THE
PUBLIC.
WHEREAS, the herein action emphasizes safety and optimizes
the total cost associated with the city's acquisition, operation
and disposal of its fleet of motor vehicles and equipment by
clearly defining and enforcing cost-effective fleet replacement
standards that will preserve the public image of the City's fleet
and provide City employees with vehicles and equipment for their
operation in safety for the protection of those employees and the
public;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. It is the intent and policy of the Commission of
the City of Miami, Florida, that the need of the City of Miami to
operate a safe and cost-effective fleet of vehicles and equipment
be met by the clear definition and enforcement of the Fleet
Replacement Standards noted below.

Passenger cars and Station Wagons: Including Take -Home and
Police Presence vehicles (Patrol -marked and -equipped but used
for non-emergency/non-urgency response, administrative and/or
decoy purposes). These are "City" marked vehicles to be used
exclusively for City business purposes, no personal use of these
vehicles is allowed. Take-home units are assumed to be on
urgency call and respond to City business demands after normal
working hours. A vehicle allowance, amount to be determined by
the Labor Relations Officer on a case by case basis, can be
offered in lieu of a take-home vehicle provided that it is first
approved by the Director of GSA. Employees must also fulfill
certain insurance requirements before approval can be solicited.
Employees on vehicular allowances are not allowed to use the
City's Fleet Management Services, such as spare vehicles,
emergency road services, mechanical repairs, car washing, etc.
Driving of any City vehicle while on a Car allowance is also
prohibited.
Personal, non -City, vehicles are not to be used by City
employees for emergency response/pursuit purposes.

Limousines, luxury sedans, full size sedans and compacts
assigned for the purpose of providing transportation to City
officials, foreign dignitaries and other individuals that the
City Administration considers important enough to grant them this
privilege. Special unmarked, full and unrestricted personal use
vehicles driven by the Mayor, City Commissioners, City Manager,
City Attorney, Assistant City Managers, Chief of Police, Chief of
Fire & Rescue, Department Directors, Labor Relations Officer,
Assistant Directors and other high ranking City Officials in lieu
of a paid vehicle allowance.
Assignment of vehicles is considered a prequisite and part
of the overall compensation package designated for some employee
classifications. Other than the Mayor, the City Commissioners,
the City Manager and the City Attorney, all other City Officials
have to first solicit the approval of the Director of GSA and the
Labor Relations Officer before they can be assigned a special,
unmarked and full unrestricted personal use vehicle. Once
assigned such a vehicle, the employee must wait until the
completion of the vehicle's life cycle before he/she can change
back to a vehicle allowance or replace the original vehicle.

ENCLOSURES:
It is respectfully recommended that the City Commission adopt the
attached resolution establishing a replacement policy for City
Police Patrol vehicles and other equipment.
This resolution expresses the intent and policy of the City
Commission to emphasize safety and optimize the total cost
associated with the City's acquisition, operation, and disposal
of its fleet of motor vehicles and equipment by clearly defining
and enforcing cost-effective fleet replacement standards that
will preserve the public image of the City's fleet and provide
City employees with vehicles and equipment for their operation in
safety for the protection of those employees and the public.
THE FOLLOWING REPLACEMENT STANDARDS ARE MANDATORY. VEHICLES CAN
AND SHOULD HE REPLACED EARLIER IF FOUND TO BE UNSAFE AND IF COST
