HomeMy WebLinkAboutR-89-0784RESOLUTION tNb.89 -784, A RESOLUTION CONCERNING PAELLA '89 TO BE CONDUCTED BY MIAMI DADE COMMUNITY COLLEGE ON OCT013ER 14-15, 1989# PROVIDING FOR THE CLOSURE OF DESIGNATED STREETS TO THROUGH VEHICULAR TRAFFIC, ESTABLISHING A PEDESTRIAN MALL SUBJECT TO THE ISSUANCE OF PERMITS BY THE DEPARTMENTS OF POLICE AND FIRE, RESCUE AND INSPECTION SERVICES; AUTHORIZING A TWO-DAY PERMIT TO SELL BEER AND WINE IN CONNECTION WITH SAID EVENT SUBJECT TO THE ISSUANCE OF ALL PERMITS REQUIRED BY LAWI FURTHER ESTABLISHING AN AREA PROHIBITED TO RETAIL PEDDLERS DURING THE PERIOD OF THE EVENT; CONDITIONED UPON ORGANIZERS PAYING FOR THE NECESSARY COSTS OF CITY SERVICES ASSOCIATED WITH SAID EVENT AND THE REQUIREMENT THAT THE CITY WILL BE INSURED AGAINST ANY POTENTIAL LIABILITY. WHEREAS, Miami Dade Community College will conduct Paella '89 at the Downtown Campus and vicinity on October 14-15, 1989; and WHEREAS, certain streets must be closed to through vehicular traffic establishing a pedestrian mall to insure the safety of the participants and pedestrians attending this event; and WHEREAS, the organizers of the event have requested the restriction of retail peddlers in the area and permission to sell beer and wine for a two-day period during the specified hours of the event; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. In order to effectuate safe passage and establish a temporary pedestrian mall during Paella '89, to be conducted by Miami Dade Community College, the following streets are hereby closed to through vehicular traffic from 1:00 p.m, Friday, October 13, 1989, to 12:00 Noon, Sunday October 15, 1989 as specified below: Northeast Second Avenue from Northeast Fifth Street to Northeast Third Street. CITY COMMISSION MEETING OF SEP 14 1989 RESOLUTION No. 89 - • 78 Northeast Fourth Street from Biscayne Boulevard to Northeast Second Avenue. Northeast First Avenue from Northeast Third Street to Northeast Fifth Street. Included in the herein closure are all streets, avenues, alleys, ways and thoroughfares which intersect the enumerated areas delineated in this Section. Section 2. Such closing of streets is subject to State approval and issuance of permits by the Departments of Police and Fire, Rescue and Inspection Services. Said permit from the Department of Police is to be issued upon the full approval of the Chief of Police after giving all due consideration to safety and traffic needs of residents, businesses, and religious institutions in the area for entering and crossing through said arterials and upon the favorable exercise of the City Manager's judgement predicated upon all factors set forth herein. Section 3. Upon the issuance of a temporary permit by the Florida Department of Business Regulation, Division of Alcoholic Beverages and Tobacco, to sell beer and wine pursuant to City Code 54-12.1, the request of the organizers's to sell beer and wine for a two-day period in connection with Paella '89 is hereby granted subject to the issuance of all permits required by law. Section 4. Pursuant to the provisions of City Code Section 39-13, all retail peddlers' occupational licenses issued under the provisions of Chapter 31 of the City Code, as amended, will not be valid on October 14, 1989, during the hours of 6:00 a.m. to Midnight on the above designated streets and on all intersecting streets for two blocks in all directions. Section 5. City Manager ENCLOSURES : Commission Agenda Item September 14, 1989 RECOMMENDATION: It is respectfully recommended that the City Commission adopt the attached resolution authorizing street closures, the restriction of retail peddlers in the area of•the event and a two-day permit to sell beer and wine in connection with Paella 189 to be conducted by - _ Miami -Dade Community College at the Downtown Campus and vicinity on Saturday, October 14, and Sunday, October 15, 1989. BACKGROUND: The Department of Community Development has prepared the appropriate legislation authorizing street closures, the restric- tion of retail peddlers in the area of the event and a two-day permit to sell beer and wine in connection with Paella '89 to be held at the Miami -Dade Community College Downtown Campus and vicinity. Paella 189 is a Spanish culinary feast in celebration of Hispanic Heritage month, which has been hosted by Miami -Dade Community College for the last six years.
