HomeMy WebLinkAboutR-89-07838/11/89 J-89-809 RESOLUTION NO. 897 783 A RESOLUTION CONCERNING THE 1989 ORANGE BLOSSOM CLASSIC PARADE TO BE HELD OCTOBER 28, 1989, PROVIDING FOR THE CLOSURE OF DESIGNATED STREETS TO THROUGH VEHICULAR TRAFFIC; FURTHER ESTABLISHING AN AREA PROHIBITED TO RETAIL PEDDLERS DURING THE PERIOD OF THE EVENT; CONDITIONED UPON THE REQUIREMENT THAT THE CITY WILL BE INSURED AGAINST ANY POTENTIAL LIABILITY AND UPON THE ORGANIZERS PAYING FOR ALL NECESSARY COSTS OF CITY SERVICES ASSOCIATED WITH SAID EVENT, BEYOND THE FUNDING PROVIDED BY FESTIVAL ORDINANCE NO. 10206. WHEREAS, the Orange Blossom Classic Committee will conduct the 1989 Orange Blossom Classic Parade on Saturday, October 28, 1989; and WHEREAS, certain streets must be closed to through vehicular traffic, during specified hours to ensure the safety of the participants and attendees; and WHEREAS, the organizers have requested that retail peddlers be restricted in the area of the parade; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. In order to effectuate safe passage during the 1989 Orange Blossom Classic Parade, the following streets are hereby closed to through vehicular traffic from 8:00 a.m. to 4:00 p.m. on Saturday, October 28, 1989 as specified below: Northwest Fifty -Fourth Street from Northwest Seventh Avenue to Northwest Twelfth Avenue. Northwest Seventh Avenue from Northwest Fifty -Fourth Street to Northwest Seventy -First Street. Northwest Seventy -First Street from Northwest Seventh Avenue to Twelfth Avenue (City Limits). Included in the herein closure are all streets, avenues, alleys, ways and thoroughfares which intersect the enumerated areas delineated in this Section. Such closing of streets is subject to State approval and issuance of permits by the Departments of Police and Fire, Rescue and Inspection Services. Said permit from the Department of Police is to be issued upon full approval of the Chief of Police after giving all due consideration to the safety and traffic needs of residents, businesses and religious institutions in the area for entering and crossing through said arterials and upon the favorable exercise of the City Manager's judgement predicated upon all factors set forth herein. Section 3. Pursuant to the provision of City Code Section 39-13, all retail peddlers' occupational licenses issued under the provisions of Chapter 31 of the City Code, as amended, will not be valid on October 28, 1989, during the hours of 10:00 a.m. to 3:00 p.m. on the above designated streets and on all intersecting streets for two blocks in all directions. Section 4. Such authorizations are hereby subject to the organizers obtaining insurance requirements as mandated by the City of Miami and paying for all necessary costs of City services, beyond the funding provided by Festival Ordinance No. 10206. F DEZ CITY ATTORNIW ;�try -2- cesar H. valo City Manager ENCLOSURES: Commission Agenda Item September 14, 1989 RECOMMENDATION: It is respectfully recommended that the City Commission adopt the attached resolution authorizing street closures and the restriction of retail peddlers in the area in connection with the 1989 Orange Blossom Classic Parade to be held on Saturday, October 28, 1989. BACKGROUND: The Department of Community Development has prepared the appropriate legislation authorizing street closures and the restriction of retail peddlers in the area in connection with the 1989 Orange Blossom Classic Parade to be held October 28, 1989. The Orange Blossom Classic is a 50 year tradition of Florida A & M University. The organizers of the event have met with the Special Events Committee and the Police Department has approved the parade route pending City Commission authorization.
