RESOLUTION NO. R9-851.
A RESOLUTION ALLOCATING AN AMOUNT NOT TO
EXCEED $1,100 FROM SPECIAL PROGRAMS AND
ACCOUNTS, CONTINGENT FUND, IN SUPPORT OF THE
BICYCLE CENTER IN CONNECTION WITH A BICYCLE
CHAMPIONSHIP RACE TO BE HELD NOVEMBER 5, 1989;
SAID ALLOCATION BEING CONDITIONED UPON
SUBSTANTIAL COMPLIANCE WITH CITY OF MIAMI
ADMINISTRATIVE POLICY NO. APM-1-84, DATED
JANUARY 24, 1984; FURTHER AUTHORIZING THE
CLOSURE OF DESIGNATED STREETS TO THROUGH
VEHICULAR TRAFFIC SUBJECT TO THE ISSUANCE OF
PERMITS BY THE DEPARTMENTS OF POLICE AND FIRE,
RESCUE AND INSPECTION SERVICES; CONDITIONED
UPON THE ORGANIZERS PAYING FOR ANY COSTS OF
CITY SERVICES BEYOND THE $1,100 ALLOCATED BY
THE CITY AND THE REQUIREMENT THAT THE CITY
WILL BE INSURED AGAINST ANY POTENTIAL
LIABILITY.
BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. An amount not to exceed $1,100 is hereby
allocated from Special Programs and Accounts, Contingent Fund, in
support of the Bicycle Center in connection with a championship
bicycle race to be held Sunday, November 5, 1989.
Section 2. The herein allocation is hereby subject to and
conditioned upon substantial compliance with City of Miami
Administrative Policy APM-1-84, dated January 24, 1984.
Section 3. In order to effectuate safe passage during the
Bicycle Championship Race to be conducted by the Bicycle Center
the following streets are hereby closed to through vehicular
traffic from 7:00 A.M. to 1:00 P.M. on Sunday, November 5, 1989
as specified below:
North Miami Avenue from Northwest Sixth Street to Northwest
Third Street.
Northwest Third Street from North Miami Avenue to Northwest
First Avenue.

Northwest First Avenue from Northwest Third Street to
Northwest Sixth Street.
Northwest Sixth Street from Northwest First Avenue to North
Miami Avenue.
Included in the herein closure are all streets, avenues,
alleys, ways and thoroughfares which intersect the
enumerated areas delineated in this Section.
Section 4. Such closing of streets is subject to the
issuance of permits by the Departments of Police and Fire, Rescue
and Inspection Services. Said permit from the Department of
Police is to be issued upon the full approval of the Chief of
Police after giving all due consideration to the safety and
traffic needs of residents, businesses and religious institutions
in the area for entering and crossing through said arterials and
upon the favorable exercise of the City Manager's judgement
predicated upon all factors set forth herein.
Section 5. Such authorizations are hereby subject to the
organizers obtaining insurance requirements as mandated by the
City of Miami and conditioned upon the organizers paying for all
costs of City strvices beyond the $1,100 allocated by the City.
Section 6. This Resolution shall become effective
immediately upon its adoption.
