HomeMy WebLinkAboutM-89-095801UG- -29 -09 'TI i 9 : ?5 CITY AF MIAMI Coconut Grove Special Event* Committee Froposed Statement of Recommendations for Special Events in Coconut Grove P. 04 57 The Coconut Grove Special Events Committee was created by the City Commission on September 8, 1988, as a result of community concerns over the growing number of special events in Coconut Grove and the impact of such events on its residents. The Special Events Committee met on tour: occasions to address those concerns and to formulate recommendations for future special events in Coconut Grove. A summary of the recommendations, which we hope will provide direction to the City in addressing the issue of special events in Coconut Grove, is below: Recommendation No. It Create a special events district bounded by Mary Street on the East, McDonald Street on the west, Oak Avenue on the North and the water's edge on the South. Recommeniation No. 2: Limit the number and hours of operation of special events in the Grove. It is recommended that events be limited to two events per month, with only one of the festivals involving street closures. Events shall not take place on successive weekends. Special Applications must be submitted 1.20 days prior to the date of the event. Priority dates will be given to festivals that have existed for five or more years on a first -come first - served basis. Recommendation No 3: Establish a fee to be based on fifty percent of the cost of City services for each event. If the event is gated, the fee will be based on the greater of two amounts: a surcharge to be assessed against ticket sales or 50% of the amount of City services, whichever is greater. This fee will not be applicable to the Miami,- Rahamas Goombay festival, which is held outside of the target area. Revenues derived from said fees shall be deposited in a special trust fund to be utilized for maintenance, improvement and beautification of Peacock Park and the special events district. Recommendation No. 4: The creation of a consisting of members appointed by the City the trust fund and to make recommendations for the expenditure of said fund.
