Honorable Mayor and Members of the City Commission Page 2 Discussion: The Department of Public Works has evaluated the bids received on September 19, 1989, and determined that the lowest bid, in the amount of $61,000.00 is from Empire Electric, Inc., a black - minority controlled corporation. However, this bidder did not comply with the procedure established by Resolution No. 87 -1112, which requires a responsive bidder to submit his bid in original duplicates. If the Commission wishes not to waive said requirement, then the next lowest responsive and responsible bidder, in the amount of $62,166, is D.E. Gidi & Associates, a hispanic- minority controlled corporation. Funds are available for the construction cost, as well as for project expense and incidentals. Resolutions attached 6.
