ORDINANCE N0.
AN ORDINANCE CREATING A NEW SPECIAL REVENUE
FUND ENTITLED: "RECREATION PROGRAMS FOR THE
MENTALLY RETARDED - FY'90" AND APPROPRIATING
FUNDS FOR ITS OPERATION IN THE TOTAL AMOUNT
OF $351,056 CONSISTING OF A $256,056 GRANT
FROM THE STATE OF FLORIDA, DEPARTMENT OF
HEALTH AND REHABILITATIVE SERVICES (HRS),
$45,000 FROM FISCAL YEAR 1990 SPECIAL
PROGRAMS AND ACCOUNTS, MATCHING FUNDS FOR
GRANTS, AND $50,000 IN CARRY-OVER FUND BALANCE
FROM THE FY'89 REVENUE FUND OF THE SAME NAME;
AUTHORIZING THE CITY MANAGER TO ACCEPT THE
GRANT AWARD AND TO ENTER INTO THE NECESSARY
CONTRACT(S) AND/OR AGREE;rtENT(S) TO ACCEPT THE
GRANT AND IMPLEMENT THE PROGRAM, SUBJECT TO
APPLICABLE CITY CODE PROVISIONS; CONTAINING A
REPEALER PROVISION A~~1D A SEVERABILITY
CLAUSE.
WHEREAS, the sum of $45,000 has been budgeted in the fiscal
year 1989-90 General Fund: Special Programs and Accounts,

offered ~ City a grants o $ 7,636 consisting of federal and
state f nds to provide r! eation and transportation to mentally

retarded individuals for he period of October 1, 1989, through
September 30, 1990; and
WHEREAS, HRS has offered the City an additonal grant of
$108,420 consisting of federal and state funds to provide
developmental training and transportation to mentally retarded
individuals for the period of October 1, 1989 through September
30, 1990; and
WHEREAS, the total grant award FY 1989 for these four
program components is $256,056; and
