RESOLUTION NO. R9- 9356
A RESOLUTION OF THE CITY COMMISSION
DIRECTING THAT THE BALANCE OF FUNDS
ALLOCATED DURING FISCAL YEAR 1988-1989
BE ENCUMBERED AND USED DURING FISCAL
YEAR 1989-1990; FURTHER ALLOCATING
ADDITIONAL FUNDING FROM SPECIAL PROGRAMS
AND ACCOUNTS FOR A TOTAL AMOUNT NOT TO
EXCEED $50,000.00 TO COVER EXPENSES
INCURRED BY THE OYERTOWN INDEPENDENT
REVIEW PANEL TO REVIEW AND ANALYZE
ECONOMIC DEVELOPMENT AND FINANCIAL
ASSISTANCE TARGETED FOR THE OVERTOWN
AREA.
WHEREAS, the City Commission created an eleven member
Overtown Independent Review Panel following a disturbance in the
City; and
WHEREAS, the Overtown Independent Review Panel requires the
professional services of an independent Certified Public
Accountant to review the economic development and financial
assistance targeted to the Overtown area; and
WHEREAS, the balance of funds allocated during Fiscal Year
1988-1989 is required to be encumbered in order for the Overtown
Independent Review Panel to perform those duties as charged; and
WHEREAS, additional funding from Fiscal Year 1989-1990
Special Programs and Accounts is available for a total funding
not to exceed $50,000.00 which is required to cover expenses
incurred by the Overtown Independent Review Panel;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The balance of funds allocated for the Overtown
Independent Review Panel during Fiscal Year 1988-1989 is hereby
encumbered for use during Fiscal Year 1989-1990.
Section 2. Additional funding is hereby allocated from
Fiscal Year 1989-1990 Special Programs and Accounts for expenses
incurred by the Overtown Independent Review Panel to review and
analyze economic development and financial assistance targeted
for the Overtown area.

Dear Mr. Odiot
As Chairperson of the Overtown Independent Review
Panel, it is requested that an Interim Status Report
by the Panel be placed on the City Commission Agenda
for October 12, 1989.
Pursuant to Resolution #89-638, the nature of my
appearance is to obtain an update on actions taken by
the City of Miami regarding recommendations made by
the Panel in the Interim Report issued July 13, 1989
on Police Community Relations.
In addition, the Panel has determined the next area
of analysis is Economics. An effort will be
undertaken to assess conditions within the Overtown
area, particularly as it relates to economic
development and financial assistance targeted to
improve the living standards of its residents. In
order to accomplish this noble goal, it is
respectfully requested that the balance of the
Panel's Budget (22,214.96) be encumbered for 1989-90,
and an additional $25,000 be appropriated. This
request is necessary to engage an independent
Certified Public Accountant to review the financial
records as it pertains to the above. rf approved,
the appropriate legislation will be prepared for the
October 26th Agenda.
In closing, the Overtown Independent Review Panel has
rendered worthwhile recommendations concerning the
enhancement of Police Community relations within the
City of Miami. We hope our continued evaluation of
the economic conditions within Overtown will produce
an Action Plan designed to assist the City in
targeting efforts toward resolving economic
disparity.

The continuing support of the Administration and City
Commission is requested at this time in order to
fulfill the mandate granted the panel in addressing
problems which contributed to the January
disturbance.
