ON NOVEMBER 15-20, 1989, AUTHORIZING THE CLOSURE OF DESIGNATED STREETS TO THROUGH VEHICULAR TRAFFIC AND ESTABLISHING A TEMPORARY PEDESTRIAN MALL SUBJECT TO THE ISSUANCE OF PERMITS BY THE DEPARTMENTS OF POLICE AND FIRE, RESCUE AND INSPECTION SERVICES; FURTHER ESTABLISHING AN AREA PROHIBITED TO RETAIL PEDDLERS DURING THE PERIOD OF SAID EVENT; CONDITIONED UPON THE ORGANIZERS PAYING FOR NECESSARY COSTS OF CITY SERVICES ASSOCIATED WITH SAID EVENT AND THE REQUIREMENT THAT THE CITY WILL BE INSURED AGAINST ANY POTENTIAL LIABILITY. WHEREAS, Miami Book Fair International Inc. will conduct the 1989 Miami Book Fair International on November 15-20, 1989; and WHEREAS, certain streets shall be closed to through vehicular traffic, establishing a pedestrian mall during specified dates and hours to insure the safety of the participants and pedestrians attending this event; and WHEREAS, this organization has requested that retail peddlers be prohibited in the area of the event; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. In order to effectuate safe passage and establish a temporary pedestrian mall during the 1989 Miami Book Fair International to be conducted by Miami Book Fair International, Inc. the following streets are hereby closed to through vehicular traffic from 8:00 P.M. on Wednesday, November 15, 1989 to 12:00 Noon on Monday, November 20, 1989, as specified below: Northeast Second Avenue from Northeast Fifth Street to Northeast Third Street. Northeast Fourth Street from Biscayne Boulevard to Northeast Second Avenue. Eastern most lane of traffic of Northeast First Avenue from Northeast Third Street to Northeast Fifth Street. CITY COMMISSION MEETING OF OCT 12 1989 RESOLUTION No.. t, Northeast Fourth Street from west side of Biscayne Boulevard to east side of Northeast Second Avenue. Included in the herein closure are all streets, avenues, alleys, ways and thoroughfares which intersect the enumerated areas delineated in this Section. Section 2. Such closing of streets is subject to the issuance of permits by the Departments of Police and Fire, Rescue and Inspection Services. Said permit from the Department of Police is to be issued upon the full approval of the Chief of Police after giving all due consideration to the safety and traffic needs of residents, businesses and religious institutions in the area for entering and crossing through said arterials and upon the favorable exercise of the City Manager's judgement predicated upon all factors set forth herein. Section 3. Pursuant to the provisions of City Code Section 39-13, all retail peddler's occupational licenses issued under the provisions of Chapter 31 of the City Code, as amended, will not be valid on November 15-20, 1989, during the hours of 8:00 A.M. to 7:00 P.M. in the area of the public right-of-way included within and adjoining the streets and avenues described in Section 1 for two blocks in all directions. Section 4. All of the above actions are subject to the organizers obtaining insurance requirements as mandated by the City of Miami and conditioned upon the organizers paying for all costs of City services associated with said event. BACKGROUND: The Department of Community Development has prepared the appropriate legislation which authorizes the closure of certain streets and the restriction of retail peddlers in the area of Downtown Miami on November 15-20, 1989 for the 1989 Miami Book Fair International. This is the Sixth Annual Book Fair, a week long event of lectures, book exhibitors, and street festival held at Miami Dade Community College, Downtown Campus and vicinity.
