HomeMy WebLinkAboutR-89-0907i a J-89-952 9-5-89 RESOLUTION NO. 89-90 /7 WITH ATTACHMENT, A RESOLUTION91URGING METROPOLITAN DADE COUNTY TO TAKE STEPS WHICH WILL RESULT IN THE INSTALLATION OF TRAFFIC REGULATORY SIGNS IN THE SOUTH COCONUT GROVE NEIGHBORHOOD IN THE CITY OF MIAMI, FLORIDA, IN ACCORDANCE WITH PLAN "C"; FURTHER DIRECTING THE CITY CLERK TO TRANSMIT A COPY OF THIS RESOLUTION TO THE HEREIN NAMED OFFICIALS. WHEREAS, at the March 3, 1989 Miami City Commission meeting, a group of citizens, concerned about undesirable traffic Intrusion Into their neighborhood, requested that a neighborhood meeting be conducted with the property owners of the South Coconut Grove neighborhood to consider recommendations for controlling traffic; and WHEREAS, on May 23, 1989 a neighborhood meeting was conducted by the Department of Public Works to hear the property owners' traffic intrusion concerns in the South Coconut Grove neighborhood and consider recommendations for controlling traffic; and WHEREAS, after considering those concerns and recommendations, the Department of Public Works has developed a traffic regulatory sign plan, hereinafter called Plan "C", consistent with the traffic control needs of the neighborhood; and WHEREAS, upon further review of the various traffic control plans, the City Commission has determined that the traffic control measures contained In Plan "C" should be Implemented to control undesirable traffic Intrusion Into the South Coconut Grove neighborhood; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained In the Preamble to this Resolution are hereby adopted by reference hereto and Incorporated herein as if fully set forth In this Section. co =FUTIMG CW �QI.UTIpN+ Nw � Section 2. Metropolitan Dade County is hereby urged to take steps which will result In the Installation of traffic regulatory signs, In accordance with Plan "C", In the South Coconut Grove Neighborhood in the City of Miami, Florida. Plan "C" is attached hereto and Incorporated herein by reference. Section 3. The City Clerk Is hereby directed to transmit a copy of this Resolution to County Manager Joaquin Avino and Walter Herndon, Director of the Dade County Public Works Department. Section 4. Od l ENCLOSURES: PResolution,Ian s City Manager Pan Maps RECOMMENDATION: It Is respectfully recommended that the City Commission adopt the attached Resolution urging Meropolitan Dade County to Install traffic regulatory signs within the South Coconut Grove neighborhood In accordance with Plan "C". BACKGROUND: On March 3, 1989 the City Commission denied a request by property owners along Loquat and Kumquat Avenues to restrict vehicular access to those roadways at the westerly side of Douglas Road. The City Commission did, however, recognize the concerns of the citizens regarding traffic Intrusion Into their neighborhood and approved a resolution urging Metropolitan Dade County to Install additional traffic regulatory signs on Kumquat and Loquat Avenues between Douglas and LeJeune Roads. Additionally, the Public Works Department was directed to conduct a neighborhood meeting with the property owners within the traffic study area shown on the attached maps to hear their traffic intrusion concerns and consider recommendations for controlling traffic. On May 23, 1989 a property owner meeting was conducted by the Public Works Department to hear the citizens traffic Intrusion concerns In the South Grove neighborhood and consider recommendations for controlling traffic. After considering the property owners concerns and their recommendations as well as those of the Metropolitan Dade County Public Works Department, the City's Public Works Department has prepared a traffic plan (Plan "C") consistent with the needs and concerns of the neighborhood. Enclosed is Plan "Cu and also a plan of the traffic regulatory signs originally requested by the property owners (Plan "A") and a plan of traffic regulatory signs that Metropolitan Dade County Is recommending for installation (Plan "B"). Ransom -Everglades School has only one entrance and exit on the narrow two lane section of Main Highway. Presently, a City of Miami patrolman "controls" traffic at this driveway by stopping both north and south bound traffic on Main Highway to allow drop off vehicles to enter and exit the school, causing "backups" in both directions.. Because of this congestion, much of the traffic leaves the arterial roadway and proceeds down residential "side" streets. This problem cannot be corrected by traffic regulatory signs, vehicular access restrictions or other traffic control devices. Consideration must be given to requiring schools along Main Highway to stagger school hours, provide "satellite" drop off areas or possibly Implement a requirement for "right turn only when exiting the school sites. Traffic flow along Main Highway should not be Interrupted during peak morning and, afternoon hours.
