ROSS, RALPH ROSS REAL ESTATE CO., AND RENALDO BLANCO, ANCLA REALTY, INC., A MINORITY APPRAISER, BOTH MEMBERS OF THE NATIONAL SOCIETY OF FEE APPRAISERS, AT A FEE OF $9,850.00 AND $10,750.00, RESPECTIVELY, TO APPRAISE THE FAIR MARKET VALUE OF CERTAIN PROPERTIES INCLUDING IMPROVEMENTS THEREON, LOCATED IN LAWRENCE ESTATE LAND CO. SUBDIVISION, PLAT BOOK 2 AT PAGE 46, IN BLOCK 104, LOTS 1 THROUGH 10 AND 17 THROUGH 20; AND AVOCADO PARK AMENDED PLAT BOOK 3 AT PAGE 68, LOTS 8 THROUGH 15, SOUTH 45 - OF LOT 16 AND LOTS 17 THROUGH 19, WITH FUNDS TO COVER THE EXPENSES FOR THE APPRAISAL BEING ALLOCATED FROM CAPITAL IMPROVEMENT PROJECT FUND #321038, Index Code 420701, Object Code 220. WHEREAS, the Department of Development requested Property and Lease Management to acquire two appraisals of certain properties located on S.W. Eighth Street between S.W. 14 and 15 Avenues for the development of the proposed Latin Quarter Specialty Center; and WHEREAS, this land and improvements thereon is being appraised for possible acquisition by the City of Miami; and WHEREAS, solicitation was made to all qualified commercial appraisers listed with the City of Miami; and WHEREAS, eleven (11) responses were received, and the appraisal proposals of Luke A. Ross Real Estate Co. Inc., and Renaldo Blanco, Ancla Realty, Inc., a minority appraiser, both members of the National Society of Fee Appraisers, at a fee of $9,850.00 and $10,750.00 respectively, whose proposals were the most advantageous to the City; and WHEREAS, funds to cover the cost of these two appraisals are being allocated from the Capital Improvement Project Fund #321038, Index Code 420701, Object Code 220; NOW,THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The appraisal proposals of Luke A. Ross, Ralph Ross Real Estate Co. Inc., and Renaldo Blanco, Ancla Realty CITY COMMISSION MEETING OF OCT 12 19899["� ESOLUTION No. NEMUM a minority appraiser, both members of the National Society of Fee Appraisers, at a fee of $9,850.00 and $10,750.00 respectively,are accepted to appraise for a Fair Market Value of certain properties including improvements thereon, located in Lawrence Estate Land Co. Subdivision, Plat Book 2 at Page 46 in Block 104, lots 1 through 10 and 17 through 20; and Avocado Park Amended Plat Book 3 at Page 6 "B", Lots 8 through 15, South 45' of Lot 16 and Lots 17 through 19, for possible acquisition. Funds to cover the cost of these two appraisals are being allocated from the Capital Improvement Project Fund #321038, Index Code 420701, Object Code 220. Section 2. Od' 3 CityM ana e g ENCLOSURES: RECOMMENDATION: It is respectfully recommended that the City Commission adopt the attached resolution authorizing the acceptance of the appraisal proposals of Ralph Ross, Ralph Ross Real Estate Co., and Renaldo Blanco, Ancla Realty, Inc. a minority appraiser, both members of the National Society of Fee Appraisers, at a fee of $9,850, and $10,75J, respectively, to appraise for Fair Market Value, certain properties including improvements thereon, located in Lawrence Estate Land Co. Subdivision, Plat Book 2 at Page 46, Block 104, Lots 1 through 10 and 17 through 20; and Avocado Park Amended Plat Book 3 at Page 68, Lots 8 through 15, South 45' of Lot 16 and Lots 17 through 19, for possible acquisition. Funds to cover the expenses for the appraisals to be allocated from Capital Improvement Project .Funds 4321038, Index Code 420701, Object Code 220. BACKGROUND: The General Services Administration Department, Property and Lease Management Division, was requested by the Department of Development to seek two appraisals for possible acquisition of this property for redevelopment. The appraisals are needed before the negotiation process can begin. -Both appraisers selected meet the City's minority procurement standards.
