A RESOLUTION ACCEPTING THE BID OF LLOYD STEIR
FOR THE FURNISHING OF THREE (3) PUREBRED
GERMAN SHEPHERD DOGS FOR THE DEPARTMENT OF
POLICE AT A PROPOSED COST OF $8,100.00;
ALLOCATING FUNDS THEREFOR FROM THE OPERATING
BUDGET ACCOUNT CODE #290201-840; AUTHORIZING
THE CITY MANAGER TO INSTRUCT THE CHIEF
PROCUREMENT OFFICER TO ISSUE A PURCHASE ORDER
FOR THE PURCHASE OF THESE DOGS.
WHEREAS, pursuant to public notice, sealed bids were
received May 30, 1989 for the furnishing of three (3) Purebred
German Shepherd Dogs for the Department of Police; and
WHEREAS, invitations were mailed to ten (10) potential
suppliers and five (5) bids were received; and
WHEREAS, funds for this purchase will be available from the
Operating Budget Account Code No. 290201-840; and
i WHEREAS, these dogs will be used by the Department of
Police for the purpose of performing area searches and to detect
the presence of narcotics; and
WHEREAS, the City Manager and the Director of the Department
of Police recommend that the bid received from Lloyd Steir be
j' accepted as the most responsible and responsive bid;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The May 30, 1989 bid of Lloyd Steir for the
furnishing of three (3) Purebred German Dogs for the Department
of Police at a total proposed cost of $8,100.00 is hereby
accepted with funds therefor hereby allocated from the Operating
Budget Account Code #290201-840.

Section 2. The City Manager is hereby authorized to
instruct the Chief Procurement Officer to issue a Purchase Order
for these dogs.
Section 3. This Resolution shall become effective
immediately upon its adoption pursuant to law.

her office located at 3500 Pan American Drive, Miami, Florida,
33133 not later than lC"3V 'p.r."M for furnishing Three
(3) Purebred Male German er ogs rom Germany for the
Department of Police.
Bids submitted past such deadline and/or submitted to any other
location or office shall be deemed not responsive and will be
rejected.
Ordinance No. 10062 established a goal of Awarding 51% of the
City's total dollar volume of all expenditures for All Goods and
Services to Black, Hispanic and Women Minority Business
Enterprises on an equal basis.
Minority and women vendors who are interested in submitting bids
and who are not registered with the City as minority or women
vendors are advised to contact the City Procurement Office, 1390
N.W. 20th Street, Second Floor, Telephone 575-5174.
Detailed specifications for the bids are available upon request
at the City Procurement Office.
The City Manager may reject all bids and readvertise.

I It is respectfully recommended that an award be made and a
resolution be passed accepting the bid of Lloyd Steier, in the
_ amount of $8,100, for the furnishing of three Purebred German
Shepherd Dogs to be utilized by the Miami Police Department
Canine Detail.
BACKGROUND:
The Police Department has analyzed the bids received on May 30,
1989, for the furnishing of three Purebred German Shepherd
Dogs- These dogs will be utilized by the Canine Detail to
perform area searches and to detect the presence of narcotics.
The Department has found Lloyd Steier to be the most responsive
bidder.
On May 8, 1989, invitations for sealed bids were sent to
rospective vendors. Bids were opened on May 30, 1989, with five
5) vendors submitting bids. The bid of Landmark Kennels was the
lowest bid but was unacceptable for the following reasons:
1. Metro Dade County, Hialeah and Homestead Police
Departments have all purchased dogs from Landmark
Kennels in the past and have received inferior dogs,
resulting in legal action to rectify the problem.
2. The City of Miami Police Canine Detail also had to
resort to legal remedies to stop Landmark Kennels from
advertising that it trained our police canines. All
Miami Police Department canine training is done in-
house.

Pursuant* to public notice, the Police Department evaluated sealed
bide received May 30, 1989, for furnishing three Purebred German
Shepherd Dogs, at a cost of $8,100.
The bid of Lloyd 8teier, a non -minority vendor, met the Police
Department's requirements and specifications and provided the second
lowest bid. Landmark Kennels provided the lowest bid and is
unacceptable for the following reasons:
1. Metro Dade County, Hialeah and Homestead Police
Departments have all purchased dogs from Landmark
Kennels in the past and have received inferior doge,
resulting in legal action to rectify the problems.
2. The City of Miami Police Canine Detail also had to
resort to legal remedies to stop Landmark Kennels from
advertising that it trained our police canines. All

and she conei;rs with the Department's recommendation.
It is, therefore, recommended that the award of bid be made to Lloyd
