HomeMy WebLinkAboutO-10653J-89-691 7/13/89 ORDINANCE NO. �a3 AN ORDINANCE AMENDING SECTION 1 OF ORDINANCE NO. 10577, ADOPTED APRIL 27, 1989, WHICH ESTABLISHED A NEW SPECIAL REVENUE FUND ENTITLED: "EMS FIRST AID RESOURCE TRAINING (FY '89", BY INCREASING APPROPRIATED FUNDS FOR THE OPERATION OF SAME IN THE AMOUNT OF $53,078, AND BY PROVIDING FOR CHANGES IN SOURCES OF FUNDING CONSISTING OF A $26,539 GRANT FROM THE STATE OF FLORIDA: DEPARTMENT OF HEALTH AND REHABILITATIVE SERVICES, $6,970 FROM FY '88-89 GENERAL FUND: DEPARTMENT OF FIRE, RESCUE AND INSPECTION SERVICES, $6,364 FROM INTEREST EARNINGS ON 1981 FIRE GENERAL OBLIGATION BONDS (388002), AND $13,205 FROM INKIND MATCH OF SALARIES AND EQUIPMENT; CONTAINING A REPEALER PROVISION AND A SEVERABILITY CLAUSE. WHEREAS, Ordinance No. 10577, adopted April 27, 1989, establishing a New Special Revenue Fund entitled "EMS First Aid Resource Training (FY 189)" did not include a $13,205 Inkind Match of Salaries and Equipment as related to a grant from the State of Florida: Department of Health and Rehabilitative Services under the Emergency Medical Services (EMS) Matching Grant Program, and incorrectly cited the use of a Capital Improvements Project Account rather than Interest Earnings on 1981 Fire General Obligation Bonds as a source of cash match; NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. Section 1 of Ordinance No. 10577, adopted April 27, 1989, is hereby amended in the following particulars: 1/ "Section 1. The following Special Revenue Fund is hereby established and resources are hereby appropriated as described herein: 1/ Words and or figures stricken through shall be deleted. Underscored words and/or figures shall be added. The remaining provisions are now in effect and remain unchanged. All ordinances or parts of ordinances insofar as they are inconsistent or in conflict with the provisions of this Ordinance are hereby repealed. Section 3. If any section, part of section, paragraph, clause, phrase or word of this Ordinance is declared invalid, the remaining provisions of this Ordinance shall not be affected. Section 4. Odio City Manager ENCLOSURES: RECOMMENDATION: It is respectfully recommended that corrective amendments to Ordinance No. 10577, passed April 27, 1989, be considered consistent with properly and correctly identifying full appropriation of resources and purpose, regarding a State of Florida: Department of Health and Rehabilitative Services Grant under the Emergency Medical Services (EMS) Matching Grant Program. BACKGROUND: Inadvertently, the subject Ordinance did not relate the full basis of Inkind Match Funds being utilized for the Grant, being the Department of Fire, Rescue and Inspection Services' contribution of Salaries, Services and Equipment in the amount of $13,205, for a total appropriation of $53,078 in the Special Revenue Fund being established. In addition, one of the Fund Resources in the amount of $6,364, was incorrectly identified as a cash match contribution from the Capital Improvement Fund and has been corrected to read as a contribution from Interest Earnings on 1981 Fire G. 0. Bonds (388002) in the same amount. The Department of Fire, Rescue and Inspection Services was awarded this grant under the State's Emergency Medical Services (EMS) Matching Grant Program for the purposes of hiring a Part -Time First Aid Resource Teacher to train Teachers and City of Miami Resident - Students in accident prevention and first aid treatment.
