Consideration of amending Ordinance 10544, as
amended. Miami Comprehensive Neighborhood Plan
1989-2000, Future Land Use Plan Map, by changing
the designation of the subject property from
Duplex Residential to Restricted Commercial,
recommending that said smati scale amendment be
transmitted to the Florida Department of
Community Affairs.
REQUEST To change the Plan designation of the subject
property from Duplex Residential to Restricted
Commercial.
ANALYSIS The subject property is located in an area
designated "Residential- Duplex" according to
the Miami Comprehensive Neighborhood Plan 1989-
2000 (MCNP), Future Land Use Plan Map. This
category permits duplex residential uses, along
with supporting uses, as opposed to the desired
medical office use.
The proposed change to "Commercial -Restricted"
would not be consistent with existing land use
patterns in the area or the Future Land Use
pattern as depcited on Future Land Use Pi an Map.
The property is in a transitional area between
higher intensity "Restricted Commercial"
activities at the intersection of West Flagler
St. and SW 22nd Avenue and low intensity "Single
Family Residential" uses to the south. The
proposed change would permit more intense
commercial uses to intrude into the existing
homogeneous residential neighborhood. This type
of intrusion is contrary to the goals,
objectives ,and policies established in the MCNP
which require the City to 1j protect ail areas
from encroachment of incompatible land uses; 2j
protect and enhance the general appearance and
character of the City's neighborhoods; and 3)

deveiopmtent which negatively impact residential
neighborhoods. The MCNP also requires the City
to encourage office development within existing
office areas. At the present time, the
commercial areas to the north of the site have
sufficient capacity to handle additional
commercial (medical office} uses. The existing
land use patterns along with the MCNP policies
and the Future Land Use Pian Map are sufficient
to recommend denial of the subject amendment.
However, if the Planning Advisory Board
considers approval of this requested amendment.
staff advises that a review of concurrency
management would need to be made to evaluate
infrastructure impacts from the proposed land
use change in order to determine if level of
serviced standards would be met.

PLANNING ADVISORY 80AR0 At its meeting July 5, 1989, the Planning Advisory
Board adapted Resolution Number PAB 30-69 by a 6
to 2 vote, recommending approval of change to
residential office of the above.
*PAB 31-89~by a 7 - 1 vote, recommending approval
request for Planning Department to study duplex
zoned area where itew #1 was located for possible
redesignation to residential-office of the above.
Three proponents were present at-the meeting.

advisory board. The planning advisory board
shall make a recommendation on the proposed plan
amendment to the city commission within a
reaeonable~ time as established by the city
commission. The procedure for revising, adding
to or amending comprehensive plans or portions
thereof shall be the same as the procedure for
original adoption.
