We hereby request to be placed on the City of
Miami Commission Agenda of October 26, 1989 to
discuss a matter of great importance.
Specifically, we request to appear before the
City commission to discuss housing and day
care services in the Liberty
City/Edison/Little Haiti areas.
Drake Memorial Baptist Church seeks the City
of Miami's support in developing housing and
day care services for 100 children who live in
the aforementioned areas.
The City of Miami through its Housing Division
has a program to develop housing in the
distressed areas of the City nmeet the ever
growing demands for affordable housing. The
problem of affordable housing has become very
critical due to the federal governments' cut-
backs in programs to provide affordable
housing. One of the greatest needs for housing
exist in .the distressed, over populated areas
of Liberty City, Edison /Little River, and
Little Haiti. The City has done a tremendous
job of providing housing in Overtown/Park
West, but an even greater need exist in
Liberty City due to the relation of
individuals from Overtown and the influx of
Haitian refugees.
With regard to day care services, we all know
the linkage between employment and day care.

Federal cut-backs have resulted in a decrease in day care slots
which did not meet current demands before the cut-back. The result
has been an increase in employment and governmental assistance to
the unemployed. We need to keep our citizens productive by giving
them the opportunity to obtain jobs. To do this, we must provide
day care services which in turn will allow our citizens to seek
_ employment and become productive citizens. Day care is a cheaper
cost than expensive governmental assistance programs. To accomplish
- this end result, Drake Memorial Baptist Church, a no-for-profit
501(c)(3) corporation, proposes to sell this land to the City of
Miami at the appraised price for use as a housing site.
Therefore, we propose to sell the City of Miami 1.4 acres of land
located in Liberty City, Edison /Little River, and Little Haiti
area at N.W. 58th and 59th Street on N.W. 2nd Avenue for housing.
Approximately .084 acres is vacant and the remaining 1 1/4 acres
is occupied by a church and vacant land. The current appraised
value of these properties is $244,000. We propose to sell this land
to the City at the appraised price for use as housing.
•. We further request a $125,000 City of Miami Mini-UDAG loan at 2~
over a 15 year period and a grant of $15,000. These funds will be
- used to purchase a day care in the Liberty City, Edison /Little
River, and Little Haiti area to provide affordable day care
services which will permit employment opportunities to citizens
who otherwise would not be able to seek employment for lack of a
~ facility to care for their children.
We seek your support in this matter.
By carbon copy of this letter, we are hereby informing the Mayor
and Commissioners of the City of Miami of our request to be heard
on this matter at the October 26, 1989 meeting.
