A RESOLUTION AUTHORIZING THE CITY MANAGER TO
1 ENGAGE THE SERVICES OF FESTIVAL FLOATS INC.,
IN AN AMOUNT NOT TO EXCEED $25,000, FOR THE
CONSTRUCTION OF AN ANTI -DRUG AND CRIME
PREVENTION PARADE FLOAT FOR THE UPCOMING
HOLIDAY SEASON, WITH SAID FUNDS THEREFOR
BEING ALLOCATED FROM THE LAW ENFORCEMENT
TRUST FUND, PROJECT NO. 69001, SUBJECT TO
{� APPROVAL BY THE CHIEF OF POLICE.

WHEREAS, Florida State Statute 932.704(3)(a), as amended,
authorizes the expenditure of forfeiture proceeds for law
enforcement purposes not considered normal operating expenses;
and
WHEREAS, the Miami Police Department's Community Relation
Section, in an effort to provide a highly visible anti -drug
message to the public for the upcoming holiday season, requests
funds for the construction of a Anti -Drug and Crime Prevention
parade float; and
WHEREAS, funds to cover the necessary expenses required for
the construction of the parade float has not been included in the
Police Department's normal operating budget; and
WHEREAS, the Chief of Police has recommended adoption of
this Resolution and has determined that the expenditure proposed
complies with Florida State Statute 932.704, as amended; and
WHEREAS, funds to cover the necessary expenses required for
the construction of the parade float are available in the City of
Miami Law Enforcement Trust Fund;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are hereby approved by reference
thereto and incorporated herein as if fully set forth in this
Section.

Section 2. The City Manager is hereby authorized to
engage the services of Festival Flouts, Inc., in an amount not to
exceed $25,000 for the construction of an anti -drug and crime
prevention parade float for the upcoming holiday season, said
funds therefor hereby allocated from the Law Enforcement Trust
Fund, Project Code No. 69001, subject to approval by the Chief of
Police.
Section 3. This Resolution shall become effective
immediately upon its adoption.

Crime Prevention Parade Float

ENCLOSURES:
It is respectfully recommended that the City Commission adopt the
attached resolution authorizing the funding of the Miami Police
Department Anti -Drug and Crime Prevention parade float, in an
amount not to exceed $25,000, from the City of Miami Law
Enforcement Trust Fund.
The Miami Police Department in a effort to enhance the
Department's image while providing a highly visible anti -drug
message, felt that with the up coming holiday season it would be
beneficial to have a parade float.
The Department's message on the float would read "we Can't Do it
Alone... Join Us In The War on Drugs. Call 62-Drugs." It goes
without saying that in order for the Department to be more
effective in the war on drugs we must take every opportunity to
convey the message of a drug free community.
It is, therefore, recommended that the Resolution authorizing the
funding of the Anti -Drug and Crime Prevention Parade Float, in an
amount not to exceed $25,000, be adopted. The funding source is
the Law Enforcement Trust Fund, Project Code No. 690001.

1, Perry L. Anderson, Jar., Chief of Police, City of Miami, do
hereby certify that the aforementioned request for expenditures
from the City of Miami Law Enforcement Trust Fund, for the
purchase of d A4nt3 -Drug and Crint Zgeventien parade Float at an
estimated cost of S25.000, complies with the provisions of
Section 932.704, Florida Statutes.
