HomeMy WebLinkAboutR-89-0978J-89-1200 10/26/89 RESOLUTION NO. 89-978 A RESOLUTION OF THE MIAMI CITY COMMISSION EXPRESSING ITS TOTAL OPPOSITION TO ANY PROPOSAL THAT A JAIL OR DETENTION FACILITY BE LOCATED WITHIN THE DOWNTOWN AREA OF THE CITY OF MIAMI. BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI. FLORIDA: Section 1. The Miami City Commission is totally opposed to any proposal calling for the location of a jail or detention facility within the downtown area of the City of Miami. Section 2. They propose to construct a Metropolitan Correction Center to house 1,000 detainees. The site purchased is located directly adjacent to a new classroom building of the New World School of the Arts (currently undergoing renovation). The general consensus of the downtown community is that the proposed site on N.W. 2nd. Street adjacent to the New World School will have a negative impact on the schoul and the economic viability of the Flagler Street retail core area. This was expressed at a public meeting held October lath by the Federal Government. On October 17th the Dade County Commission approved a resolution reyueAting an alternative site be found. On the block directly north of the U.S. District Court, the City of Miami .will be constructing a 250,000 square toot Federal Law Enforcement Building to be leased by the General Services Administration for the U.S. Attorney's Office, Federal Judges and other federal law enforcement agencies. Financing has bean secured and the land has been acquired. The City is in the process of selecting a qualified developer and the Re?-P. is anticipated to be issued in mid November (R.F.Q. issued already). In light of the present altuation, there are two other options which should be investigated as a means of alleviating local concerns and opposition to the present plans. One option would be to develop the Metropolitan Correction Center together with the Federal Law Enforcement Building on the nurthern block. Additinnal lard would be needed to be acquired. The other option is the possibility of a land swap which would locate the Metropolitan Correction Center on the northern block and the Federal Law Enforcement Building on the southern block (adjacent to the New World School of the Arts classroom facility. Attached is a revised map denoting potential alternative sites for the proposed Federal Detention Facility in Downtown Miami'.
