HomeMy WebLinkAboutR-89-0971J-89-1083 10/26/89 RESOLUTION NO. 99--971 A RESOLUTION APPROVING, IN PRINCIPLE, THE USE OF CITY -OWNED GIBSON PARK, LOCATED AT 401 NORTHWEST 12 STREET, MIAMI, FLORIDA, BY THE MIAMI HEAT COMMUNITY FOUNDATION, INC. FOR THE PURPOSES PROPOSED BY SAID FOUNDATION THROUGH ITS CONSTRUCTION OF NEW RECREATIONAL FACILITIES AT SAID PARK, SUBJECT TO THE APPROVAL OF THE REQUIRED STATE AND FEDERAL AGENCIES THAT HAVE PROVIDED PAST FUNDING FOR SAID PARK AND SUBJECT TO THE CITY COMMISSION'S ADDITIONAL REVIEW AND APPROVAL OF DETAILED PLANS, SPECIFICATIONS AND PROGRAMS; PROVIDING THAT THE HEREIN APPROVAL SHALL NOT EXTEND BEYOND JUNE 1, 1990 IF INITIAL CONSTRUCTION ACTIVITY HAS NOT COMMENCED AS OF THAT DATE. BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The use of City -owned Gibson Park, located at 401 Northwest 12 Street, Miami, Florida, by the Miami Heat Community Foundation, Inc. for the purposes proposed by said Foundation through its construction of new recreational facilities at said park, is hereby approved, in principle, subject to and conditioned upon the approval of the required State and Federal agencies that have provided past funding for said park, and subject to the City Commission's additional review and approval of detailed plans, specifications and programs. 1J Section 2. The herein approval shall not extend beyond June 1, 1990 if initial construction activity has not commenced as of that date. Section 3. This Resolution shall become immediately upon its adoption. Foundation. 1 2"T It is my understanding that the commitment from the foundation is to provide a physical structure which will include, but not be limited to, a basketball court, classroom facilities, and related services. In order to facilitate this very generous overture by the Heat Foundation, it was requested that the City of Miami provide the physical site (land) at no cost to the Heat Foundation to construct a community athletic complex. The City is very anxious to pursue the conclusion of this development and is hereby offering the use of Gibson Park f o r this purpose. A more specific site designation can be made upon receipt of your architect's technical drawings and renderings of the facilities land needs. It is also important that you advise the City of the programmatic activities that are expected to be managed and/or carried out by the foundation. In your contact with Herb Bailey, Assistant City Manager, a lot of discussion has been held concerning the Miami Heat Community Foundation adopting the entire Gibson Park. Provided that we can come to a satisfactory arrangement as to the 1) park management 2) park maintenance, and 3) management and design of non- structural recreation facilities (track, football field, swimming pool, etc.) , I would not be opposed to recommend to the City Commission that we would consider developing a specific Adopt -A - Park program that would be tailored to the Miami Heat Community Foundation's commitment. Under this scenario, the prime concern would be that the full integrity of the park as a viable, public and accessible facility be maintained. i Page 2 Thanking you for your generous community spirit and contribution, I hope that this commitment (Gibson Park) will help us to immediately being fulfilling our respective goals as they relate to the Overtown community. PU R POSE The DIArpose of the Center- is to provide a mechanism thri^unh which positive role rolodels might interact with the Youth of the area. It is anticipated that the Center will offer- structi-tied sports programs as well as educational, cultural and meeting facilities for, the coma unity at large, and the yol.tth in particular. It is alsi_i helped that the Center- will interface with other, yoi-tth orientated agencies in the coo -tasty in an effort to broaden the horizons of the participating youth. STRUCTURE The sttIOACt ure as proposed will occi-tpy from 7-10 acres of land and will include both an indoor and OlAtdoor- component. INDOOR: The indoor component will house a r-egi_tlat irn ❑ymnasium with an NBA basketball court, an olyrripic sized boxing ring, an indoor swi rnnti ng poo 1, a fully equipped weight room, as well as locker, rc,oms and showers. The indoor component will also have available game rooms, tutoring staI ls, and an area for• computer 1 iter•acy. It is the Foundation's r position that the site selection is to be done by the City of Miami and the residents of Overtowro and that it will abide by \ ~ their collective decision. \ } The Foundation will enter, into a long range leasing � agreement with the City of Miami for the building rights and the usage of the site. The actual ownership of the property will remain with the City of Miami. USPGE The primary occupants of the facility will be the youth of Overtown and the community in general, as well as the managing { agent" The Miami Heat, and other visiting basketball teams may i seek to use the gymnasium periodically, however, th«*ir usage is { ! not a prerequisite to the building of the Center. The presence of the Heat, as well as other N8A teams, will further the role -mo model aspect of the Center. MANASEMENT The Boys Club will be the managing agents for the center and will enter into a lung -term agreement with the ' Foundation. The Boys Cluh will be soley responsible for the funding of the day to day operation of the center to include staf�ingv maintenance and all programme�tio aspects of the facility. q ERJNANCE A general Board of Direct Fors will govern the facility and have direct input concerning all aspects of 1operations. The Board will consist of residents from the area, members of the clergy, interested business persons, represent atiyes fr cm the Boys Club and the Foundation. FUNDIING The Miami Heat COmmunity Foundation will totally fund the cast of construction.
