FLORIDA 33128.1994 (30) V54311 November 9, 1989 Mr. Cesar Odio City Manager City of Miami 3500 Pan American Drive Miami, FL 33133 Dear Mr. Odio: Re: Metromover Extension Project Workshop Update, City of Miami Commission - November 9, 1989 On October 26, 1989, City and County staff went before the City of Miami Commission requesting the following City Commission actions: 1. City Commission resolution that commits the City to a 50-50 property acquisition cost participation for the Park West Station; 2. City Commission resolution that commits the City to providing the 50-Toot dedication for the Bicentennial Park Station; 3. A decision on the disposition of City -a an oned railroad property for joint development; and 4. An explanation of the zoning bonuses that would be offered by the City to property owners participating in joint development. The City Commission requested that a workshop be held to further update the Commissioners on the Metromover extension project and the issues pertinent to the requested City actions. At the workshop, Dade County staff will present an update on the Brickell and Omni alignments, the status of Joint development proposals, and the issues regarding the subject requests. Mr. Cesar Odio Page Two November 9, 1989 Briefly, the background behind the requests is as follows: Bicentennial Park Station, as shown in the Environmental Impact Statement (EIS), was located in the median between the I-395 highway and the highway entrance ramp north of Bicentennial Park. The City of Miami requested that the station be shifted to the north end of the park to service the park and its proposed future redevelopment. The County intends to proceed with the necessary modifications to the system design and EIS to accommodate the change of location. City of Miami staff is in the process of platting the park, which may include an easement to accommodate the station. The County is requesting that the City Commission provide the easement for the Bicentennial Park Station at no cost to the County. The Park West Station requires an easement from private properties in order to maintain three traffic lanes on N.E. 2 Avenue. The County is pursuing the dedication of perpetual easements with these property owners. Mr. Herbert Bailey has indicated to County staff that if the County is unable to achieve the dedication of the easements, the City may participate 50-50 in the acquisition cost of the easements, pending City Commission approval. If no easement agreement with the property owners or the City of Miami is achieved, the County will shift the alignment more into N.E. 2 Avenue to avoid property acquisition costs. This, however, would require that N.E. 2 Avenue would be reduced from three to two traffic lanes. The Eleventh Street Station requires easements from the Texas Supply Company property. The property owner has offered to the County the easements needed for the station in exchange for the abandoned, City -owned railroad right-of-way separating their property at N.E. 11 Street and N.E. 2 Avenue. City decision on the disposition of the property would be required. Several property owners have proposed dedicating the right-of-way needed for the station on their property in exchange for zoning bonuses from the P t4 0 0 Mr. Cesar Odic Page Three November 9, 1989 City. Currently, it is undetermined what, if any, the City will offer with regard to zoning bonuses for properties participating in Metromover joint development. Dade County staff will join City of Miami staff in providing the City Commissioners with any additional information needed and to hopefully resolve all of their concerns prior to the November 16, 1989 City Commission meeting.
