A RESOLUTION ACCEPTING THE BID OF HIALEAH
GRANDSTAND, INC. FOR THE RENTAL OF
APPROXIMATELY 3500 TEMPORARY GRANDSTAND
BLEACHER SEATS FOR THE ORANGE BOWL STADIUM
NEEDED TO ACCOMMODATE 3500 ADDITIONAL PATRONS
FOR THE NOVEMBER 25, 1989 FOOTBALL GAME
BETWEEN THE UNIVERSITY OF MIAMI AND THE NOTRE
DAME UNIVERSITY FOR THE DEPARTMENT OF PARKS,
RECREATION & PUBLIC FACILITIES FOR AN AMOUNT
NOT TO EXCEED $28,000.00; ALLOCATING FUNDS
THEREFOR FROM THE ENTERPRISE FUND ACCOUNT
CODE NO. 580402-340; AUTHORIZING THE CITY
MANAGER TO INSTRUCT THE CHIEF PROCUREMENT
OFFICER TO ISSUE A PURCHASE ORDER FOR THIS
SERVICE.
WHEREAS, pursuant to public notice, sealed bids were
received October 25, 1989 for the rental of approximately 3500
temporary grandstand bleacher seats for the Orange Bowl Stadium
for the Department of Parks, Recreation & Public Facilities; and
WHEREAS, invitations were mailed to five (5) potential
suppliers and one (1) bid was received; and
WHEREAS, funds for this purchase will be available from the
Enterprise Fund Account No. 580402-340; and
WHEREAS, this rental is needed to accommodate the additional
3500 patrons for the November 26, 1989 football game between the
University of Miami and Notre Dame University; and
WHEREAS, the City Manager and the Director of the Department
of Parks, Recreation & Public Facilities recommend that the bid
received from Hialeah Grandstand, Inc. be accepted as the only
responsible and responsive bid;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are hereby adopted by reference
thereto and incorporated herein as if fully set forth in this
Section.

Section 2. The October 25, 1989 bid of Hialeah Grandstand,
Inc. for the rental of approximately 3500 temporary grandstand
bleacher seats needed to accommodate 3500 additional patrons for
the November 26,, 1989 football game between the University of
Miami and Notre Dame University for the Department of Parks,
Recreation & Public Facilities at a total cost not to exceed
$28,000.00 is hereby accepted with funds therefor hereby
allocated from the Enterprise Fund Accounts No. 580402-340.
Section 3. The City Manager is hereby authorized to
instruct the Chief Procurement Officer to issue a Purchase Order
for this service.
Section 4. This Resolution shall become effective
immediately upon its adoption.

Sealed bids will be received by the City of Miami City Clerk at
her office 1 ted at 3500 Pan American Drive, Miami, Florida not
later than .30 p.m. c T, for the furnishing of all
labor and ma .require e temporary placement of
bleachers in the east end zone of the City's Orange Bowl Stadium
in the month of November 1989 for the Department of Parks,
Recreation and Public Facilities.
Bids submitted past such deadline and/or submitted to any other
location or office shall be deemed not responsive and will be
rejected.
Ordinance No. 10538 established a goal of Awarding 51% of the
City's total dollar volume of all expenditures for All Goods and
Services to Black, Hispanic and Women Minority Business
Enterprises on an equal basis.
Minority and women vendors who are interested in submitting bids
and who are not registered with the City as minority or women
vendors are advised to contact the City of Miami Minority/Women
Business Office, Dupont Plaza Center, 3100 Biscayne Boulevard Way,
Suite 400, Telephone 579 -3366.
Detailed specifications for the bids are available upon request
at the City Procurement Office, 1390 N.W. 20th Street, Second
Floor, Telephone 575-5174.
The City Manager may reject all bids and readvertise.

RECOMMENDATION:
It is respectfully recommended that the City Commission adopt the
attached resolution for awarding the bid and authorizing the
rental of approximately 3500 temporary grandstand bleacher seats
to the only responsive and responsible bidder, Hialeah
Grandstand, Inc. (a non -minority firm) at a total cost of $28,000
for the Department of Parks, Recreation and Public Facilities,
with funds to be allocated from enterprise fund operating budget
of the Orange Bowl Stadium.
BACKGROUND:
The Departments of General Services Administration and Parks,
Recreation and Public Facilities' have prepared this legislative
item. Pursuant to public notice, sealed bids were solicited for
the furnishing of all labor, materials and equipment for the
installation and removal of temporary grandstand bleachers for
the Orange Bowl Stadium. This is required to accommodate 3500
additional patrons for the November 25, 1989 football game
between the University of Miami and Notre Dame University.
Hialeah Grandstand, Inc. submitted the only responsive and
responsible bid and is recommended for award. Funds for this
item are available in the annual operating budget of the Orange
Bowl Stadium, and 50% of the cost will be reimbursed by the
University of Miami.
Amount of Bid: $28,000 % of Cost Estimate: 100%

Minority Participation:
Bid invitations were sent to two Hispanic owned firms, and
courtesy notifications were sent to 28 minority and female
