HomeMy WebLinkAboutM-89-1061$ jI'SR NCa ..I9 SAWING STATEMENT Just prior to my election, a committee was created by this Commission and charged with the responsibility of recommending a banking institution which would be the most capable of providing outstanding general banking services to the City in the most economical manner. The committee was to make its recommendation from among the institutions that responded to the City's request for proposals. It is a fact that some issues have been raised concerning some of the Committee's members which gave rise to perceptions which are detrimental to the best interests of this Commission and of the City. Therefore, in order to neutralize this unfortunate perception, Y would like to move to have the Request for Proposals reissued in connection with this matter and have the selection process begin anew. If this commission agrees with me, I am proposing that my motion will include instructions to the Manager that will provide for a two step bid and evaluation process." First, a subject evaluation and a point system and secondly, an objective evaluation that is based solely on the economics aspect of the proposals. The second step would require sealed bids on the economic elements of the proposals. The proposals would be evaluated and weighed. However, I believe that the most important and the most weighed consideration should be specifically commitments made to the residents and taxpayers of the City of Miami in the various census track where the City has a high economic priority such as Little Haiti, Little Havana, Overtown, etc. I believe that a prospective test and commitment is more important to the future of Miami than merely looking in the past record. Finally, I note that I am the only female on the Commission and this is significant that the voters and taxpayers are open to particularly minorities and women in elective office. I believe that whatever bank has our account must make an affirmative commitment that the board of the bank will be responsive of the taxpayers of this City, specifically, anglos, latins, and blacks and just as significant, female participation on the board of the bank. At the appropriate time, Mr. Plummer, I would like to move the rejection of all bids and re- advertise the city banking facility for a four -year period. The full committee, as shown below, met and concluded that a three year contract for all services be awarded to Sun Bank.
