This memorandum is in response to your request for the City Administration to
conduct a workshop for the City Commission to discuss the unresolved issues and
recommendations regarding the Metromover Extension Project. As you know, the
workshop was conducted on Thursday, November 9, 1989, which included the
presentations by the Metro Dade County staff.
It is respectfully recommended that the City Commission review the following
issues pertaining to the Metromover Extension Project and adopt the two (2)
resolutions supporting the Bicentennial Park and the Southeast Overtown /Park West
stations.
Bicentennial Part Station - The proposed alignment locates the Bicentennial
Nara station witnin the Lity -owned park. The Public Works Department is in
the process of platting the park which will include approximately 50 feet of
dedicated easement for the Metromover. The County is requesting that this
dedication be proffered by the City at no cost to the county whatsoever.

the County may decide to remove the station from that location. In order to
enhance the future development potential of Bicentennial Park, it is
imperative that we have a station located near the Park. Also, please note
that the City encouraged the County to locate the proposed station at
Bicentennial Park. Therefore, it is recommended that the City dedicate only

2. Southeast Overtown /Park West Station (located between N. E. 8th `1:h
sweets) - the city Administration and surrounding property owners nave
expressed objection to the County's proposed reduction of traffic lanes on
N. E. 2nd Avenue alignment from three to two lanes. The relocation of two
lanes of traffic in Park West would impede the development potential of the
area. In order to maintain three traffic lanes, the County has indicated that

property would have to be acquired at the Park West Station. Proposals by
private property owners were received by the County to dedicate the easements.
The County is in the process of negotiating the dedications with the adjacent
property owners. However, if no agreements are achieved, the City
Administration would recommend the tollowing option: mne city would

3. Zoning Considerations - Several adjacent property owners have requested zoning
bonuses and otner considerations prior to proffering commitments for
dedications to the County. The City Administration has indicated that certain
land development incentives have been proposed in the Downtown Master Plan
(DTMP), July, 1989, i.e. Park West bonuses for residential development, and
proximity to proposed stations. The County would like to know what is the
City's policy regarding these issues in order to rinalize negotiations witn
tne property owners. me !IMP nas proposed greater zoning intensities in
recognition or Metromover. Within these proposals, there are bonuses for
proximity to stations and on -site Metromover. Therefore, it is recommended
that the City Administration re- examine land development regulations proposea
in the Dili' witn the objective or targeting the bonus system even more on
participation, cooperation and coordination with Metromover, but still within
tne maximum intensities recommended.
4. Municipal Railroad - The City presently owns the abandoned railroad right -of-
way between N. t. 10th and N. E. 11th Streets near N. E. 2nd Avenue. A
property owner has requested fee simple ownership of a portion of the railroad
right -of -way as part of their joint development proposal to the County.
It is recommended that the City not accept the proposal by the property owner

It the proposal is accepted, it would preclude the potential development or

5. S. E. 1st Avenue Extension - The City Administration has proposed an extension
of s. L. 1st Avenue along the Metromover Alignment from S. E. 6th to S. E. 8th
Streets to relieve traffic congestion on Brickell. Property owners in the
area have proposed a willingness to share in the costs for the extension of
S. E. 1 Avenue. Therefore, it is recommended that the City extend S. E. 1st
Avenue from S. E. OUR to S. t. ath streets along the proposed Metromover Right
or way and negotiate with the adjacent property owners tor dedication of the
necessary s. t. 1 Avenue rignt -ot -way.

Analysis and fecoe m~ndations
On October 2, 1989, the County Manager presented a report to TrARS
Committee of the County Commission regarding the impact of the;'propos
on properties surrounding the Metromover Extensions.
On October 9, 1989, the County Manager transmitted a letter to the City Manager
enumerating several key issues still unresolved reoui red City
Commission action. (See letter attached.) These issues are as follows:
1. Bicentennial Park Station - The proposed alignment locates the Bicentennial
Park Station within the City -owned park. The Public Works Department is in
the process of platting the park which will include approximately 50 feet of
dedicated easement for -the Metromover. The County is repelling that this
dedication be proffered by the City at no cost to the County whatsoever.
Unless an agreement can be reached between the City and County on this issue,
the County may decide to remove the station from that location. In order to
enhance the future development potential of Bicentennial Park, it is
imperative that we have a station located near the Park. Also, please note
that the City encouraged the County to locate the proposed station at
Bicentennial Park.

Station - The City Administration and surrounding property owners have
expressed objection to the County's proposed reduction of traffic lanes on N.
E. 2nd Avenue alignment from three to two lanes. In order to maintain three
traffic lanes, the County has indicated that property. would have to be
acquired at the Park West Station. Proposals by private property owners were
received by the County to dedicate the easements. The County is in the
process of negotiating the dedications with the adjacent property owners.
However, if no agreements are achieved. the City Administration would
end the following option: The City would participate monetarily on a
50 -50 basis for acouisiti.on of properties needed at that statiop site _and that
8th Street and north of N. E. 9th Street. The County have requested that the
City commit to this proposal through City Commission action.
3. Zoning Consideration - Several adjacent property owners have requested zoning

requires approximately a 50 foot easement from the property.

future integration with a removable canopy. Dedication of
easements would be sought in exchange for exclusive direct
connection of the station with future development of the
property. Development rights by the property owner could be
maintained above and below the system.
