A RESOLUTION CONCERNING THE HOLIDAY FIESTA
FESTIVAL AND PARADE TO BE CONDUCTED DECEMBER
3, 1989 BY THE LITTLE HAVANA DEVELOPMENT
AUTHORITY, PROVIDING FOR THE CLOSURE OF
DESIGNATED STREETS TO THROUGH VEHICULAR
TRAFFIC SUBJECT TO THE ISSUANCE OF PERMITS BY
THE DEPARTMENTS OF POLICE AND FIRE, RESCUE AND
INSPECTION SERVICES; FURTHER APPROVING THE USE
OF CERTAIN STREETS DURING A PARADE TO BE HELD
IN CONJUNCTION WITH THE FESTIVAL; AUTHORIZING
THE SALE OF BEER AND WINE IN CONNECTION WITH
SAID EVENT SUBJECT TO THE ISSUANCE OF ALL
PERMITS REQUIRED BY LAW; FURTHER ESTABLISHING
AN AREA PROHIBITED TO RETAIL PEDDLERS DURING
THE PERIOD OF THE EVENT; CONDITIONED UPON THE
REQUIREMENT THAT THE CITY WILL BE INSURED
AGAINST ANY POTENTIAL LIABILITY AND UPON
ORGANIZERS PAYING FOR ALL NECESSARY COSTS OF
CITY SERVICES ASSOCIATED WITH SAID EVENT.
BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. In order to effectuate safe passage during the
Holiday Fiesta Festivalr�the following streets are hereby closed
to through vehicular traffic from 9:00 A.M. to 9:00 P.M., on
Sunday, December 3, 1989, as specified below:
West Flagler Street from Tenth Avenue to Twelfth Avenue.
Included in the herein closure are all streets, avenues,

alleys, ways and thoroughfares which intersect the

enumerated areas delineated in this Section.

Section 2. The use of certain streets and thoroughfares is
hereby approved from 11:00 A.M. to 2:00 P.M. during a parade-1 to

West Flagler Street from Twelfth Avenue to Seventeenth
Avenue.

Section 3. Such closing and usage of streets is subject to
State approval and issuance of permits by the Departments of

Police and Fire, Rescue and Inspection Services. Said permit
from the Department of Police is to be issued upon the full
approval of the Chief of Police after giving all due

consideration to the safety and traffic needs of residents,
businesses, and religious institutions in the area for entering
and crossing through said arterials and upon the favorable
exercise of the City Manager's judgement predicated upon all

factors set forth herein.

Section 4. Upon the issuance of a temporary permit by the;
Florida Department of Business Regulation, Division of Alcoholic

Beverages and Tobacco, to sell beer and wine pursuant to City
Code 54-12.1, the request of the organizers to sell beer and wine
for a one -day period in connection with Holiday Fiesta to be held

December 3, 1989, is hereby granted subject to the issuance of

all permits required by law.
Section 5. Pursuant to the provision of City Code Section
39-13, all retail peddlers' occupational licenses issued under
ab
the provisions of Chapter 31 of the City Code, as amended, will
not be valid on December 3, 1989, during the hours of said event._
on the designated streets as described in Section 1 and on all

intersecting streets for two blocks in all directions.
Section b. Such authorizations are hereby subject to th+a,

Dear Honorable Mayor and Members of the City Commission: -
The Latin Quarter Holiday Festival Inc. is a nonprofit organization created
Board of Directorswith the objective of promoting cultural, artistic and musical events in
the Latin Quarter of Miami. Members of this group successfully organized
and implemented this first Latin Quarter Holiday Fiesta in December of
Jar" Letca"e. Fnrhe"t 1988, with an estimated audience of 3,000 people. This annual festival

community into spectrum of weekend fun, music, food, entertainment and

-Waiver of permit fees
2. That the City assists in the implementation of the event allocating $6,000
for the electrical, audio, lighting, electrical needs, beautification and
miscellaneous needs.
At the present time, our group is working with numerous groups in the City which
represents a cross section of the community, specially the youth and also with
City Departments. private sector contributions are expected to help finance this
event which is expected to become one of the most important events in future
years.
