INSTRUCT THE CHIEF PROCUREMENT OFFICER TO
ISSUE A PURCHASE ORDER FOR THIS SERVICE.
WHEREAS, the General Services Administration
Departrt:ent/Property Maintenance Division, pursuant to the

discovery of serious deterioration to the air conditioning system
at the Miami Police Department Headquarters Building, initiated
an evaluation and/or assessment of the system; and
WHEREAS, tho findings indicated the overall condition of
the system to be extremely poor and in need of immediate repair]

and this report, along with in-house studies by the Department of
Public Works,.were evaluated to determine the most appropriate
course for immediate emergency action for resolution- of this
issue; and
WHEREAS, based on the Building Systems Services Division

of Carrier Corporation's report and the, fact that refurbishing

of a new'syntem, both the Departments of Public Works and General'
Services Administration recommended that the City pursue the

Resolution Authorizing
Acceptance of a Proposal
for Refurbishment of
MPD Building HVAC System
It is respectfully recommended that the City Commission adopt the
bids and

attached resolution waiving the requirements for sealed

accepting the proposal from

BACKGROUND:

Dear Mr. Thomas:
Thank you for the opportunity to assist you in assessing the condition of
the H%AC system at the Miami Police Administration Building.
In general, we found the HVAC system to be in poor condition. The
following is a list of deficiencies which we feel are contributing to the
cooling problems in the building. We have also provided budgetary figures
to corrc-ct the problems.
